Abstract: A method for predicting channel load. The method includes determining a first channel quality information (CQI) associated with a location and a first time point, predicting traffic flow data associated with the location and a second time point subsequent to the first time point, predicting a second CQI associated with the location and the second time point based on the first CQI and the predicted traffic flow, and selectively transmitting a message comprising the second CQI, the location, and the second time point to at least one transportation vehicle based on the second CQI. Also disclosed is a transportation vehicle and a road side unit (RSU) for performing the method.

Abstract: There is provided a wireless end-user device configured to assign one of classifications to each of end-user applications to allow for a differential network access control of the end-user applications. The classifications include a background classification and a foreground classification. The differential network access control includes a service usage control policies applicable when a network service is available via a wireless modem, the service usage control policies including a first policy that allows data associated with a first end-user application of the end-user applications to be communicated via the wireless modem, and a second policy that defers the data associated with the first end-user application to be communicated via the wireless modem until a state change occurs. The wireless end-user device is configured to dynamically select from the service usage control policies based on whether the background classification or the foreground classification is assigned to the first end-user application.

Abstract: The present disclosure relates to a transmitting device for transmitting vehicular data via a sidelink interface to one or more receiving devices. The transmitting device performs autonomous radio resource allocation for transmitting the vehicular data via the sidelink interface. An application layer generates the vehicular data and forwards the vehicular data together with a priority indication and one or more quality of service parameters to a transmission layer responsible for transmission of the vehicular data via the sidelink interface. The transmission layer performs autonomous radio resource allocation based on the received priority indication and the one or more quality of service parameters. The transmission layer transmits the vehicular data via the sidelink interface to the one or more receiving devices according to the performed autonomous radio resource allocation.

Abstract: A Narrow Band-Internet of Things (NB-IoT) communications link between a wireless access point of a non-cellular network and a cellular base station of a cellular network is implemented and used to support load management operations in a communications system including a cellular network and a non-cellular network. A service management system uses UE performance information and network statistics communicated over the NB-IoT communications link to evaluate network loading with regard to congestion in the non-cellular network. The session management system initiates a communications session for congestion control to offload a session from a congested network to a less congested network. The NB-IoT link is used to communicate session handoff related signaling.

Abstract: Methods, systems, and devices for wireless communications are described. Some wireless communications system may utilize an inter-system information report message (e.g., a self-organizing network (SON) information report message) to support inter-system mobility load balancing (MLB). For example, a first node, operating in accordance with a first radio access technology (RAT), may receive an information report message from a second node operating in accordance with a second RAT. The information report message may include a periodic load reporting request information element (IE) or an event-triggered load reporting request IE. In response, the first node may determine a traffic load based on the load reporting request and transmit, to the second node, an information report message which includes one or more IEs for reporting the determined traffic load. The exchange of the load information via the IEs may enable for MLB between nodes of different RAT.
