Abstract: Methods and apparatus for random access in multicarrier wireless communications are disclosed. Methods and apparatus are provided for physical random access channel (PRACH) resource signaling, PRACH resource handling, preamble and PRACH resource selection, random access response (RAR) reception, preamble retransmission, and transmission and reception of subsequent messages. A method for maintaining an allowed multicarrier uplink (UL) random access channel (RACH) configuration set by adding an UL carrier to the allowed RACH configuration set provided that a triggering event occurs and performing a random access (RA) procedure using the allowed RACH configuration set. A method for sending data in multicarrier wireless communications by determining a set of available UL carriers and selecting an UL carrier from the set of available UL carriers.

Abstract: Methods and apparatus are described. A long term evolution (LTE) base station includes a transmitter and a processor. The transceiver and the processor send, to a wireless transmit/receive unit (WTRU), an indication of a first set of subframes associated with a first power control parameter and a second set of subframes associated with a second power control parameter. The transceiver and the processor further receive a data transmission, from the WTRU, having a power based on at least one of the first power control parameter and the second power control parameter.

Abstract: A method and apparatus for handling emergency information for a wireless transmit receive unit (WTRU). The WTRU configured to receive scheduling information and receive a first transmission with a plurality of earthquake and tsunami warning system (ETWS) sub-system information blocks (sub-SIBs) of a first part of a ETWS-SIB based on the scheduling information, wherein the plurality of ETWS sub-SIBs of the first part include segments of a secondary ETWS message. The WTRU is further configured to receive a second transmission of a plurality of ETWS sub-SIBs of a second part of the second ETWS-SIB interspersed with non-EWTS system information, wherein the plurality of ETWS sub-SIBs of the second part include segments of the secondary ETWS message. The WTRU is further configured to recover the secondary ETWS message from the first and second part of the second ETWS-SIB and then display the recovered secondary ETWS message via a user interface.

Abstract: Method and apparatus are disclosed for determining a physical uplink power level for transmissions on a physical uplink channel. In one embodiment, a random access channel (RACH) uplink message is transmitted. The RACH uplink message includes a RACH message power level and/or a downlink pathloss figure. A downlink message including a power offset value is received. The physical uplink power level is set for transmissions on the physical uplink channel based on the power offset value. In another embodiment, a RACH uplink message is transmitted and a downlink message including a relative power offset value is received. The physical uplink power level for transmissions on the physical uplink channel is then set based on the relative power off set value.

Abstract: Method and apparatus for providing inbound mobility to closed subscriber group (CSG) and hybrid cells are described. A wireless communication device includes a receiver configured to receive, from a wireless transmit/receive unit (WTRU), information indicating that a physical cell identity (PCI) of a neighbor closed subscriber group (CSG) cell corresponds to a predefined CSG cell range, and a transmitter configured to transmit, to the WTRU in response to receiving the information indicating that the PCI of the neighbor CSG cell corresponds to the predefined CSG cell range, an indication to report system information of the neighbor CSG cell. In response to receiving the system information of the neighbor CSG cell, the wireless communication device may initiate a handover of the WTRU to the neighbor CSG cell.

Abstract: A method and an apparatus for performing a handover in an evolved universal terrestrial radio access network (E-UTRAN) are disclosed. A wireless transmit/receive unit (WTRU) sends a measurement report to a source evolved Node B (eNB), and receives a handover command from the source eNB. The WTRU initiates reception and processing of a primary broadcast channel (P-BCH) at the target cell after receiving the handover command. The WTRU then sends a random access preamble to the target eNB, receives a random access response from the target eNB, and sends a handover complete message to the target eNB. The reception and processing of the P-BCH may be initiated immediately after receiving the handover command or after sending the handover complete message. The WTRU may apply default configuration or source cell configuration in the target cell until a target cell SFN and/or P-BCH information are acquired.

Abstract: A method and apparatus performs processing of the non-access stratus (NAS) layer (layer 3) in long term evolution (LTE) wireless transmit/receive units (WTRUs), which allows the NAS protocol layer to route layer 3 messages to the correct NAS entity, and to encode new NAS message types and information elements. A new architecture is presented that enables NAS security. When a NAS message is generated, a determination is made as to whether or not to cipher, de-cipher and/or integrity check the NAS message based on at least one of a protocol discriminator (PD) of the NAS message, an indicator field in a header of the NAS message, the type of the NAS message, a NAS security state variable, and an indication by an upper layer protocol. The NAS security state variable indicates whether NAS security is currently active or not and may comprise one bit.
