Abstract: An example method for targeted service request for small data communication in a network environment is provided and includes receiving an extended service request indicating an evolved packet system (EPS) bearer identity for small data communication over a packet data network connection including one or more EPS bearers, where the one or more EPS bearers includes at least one small data bearer configured for small data communication, selectively activating the small data bearer, and facilitating the small data communication. In specific embodiments, the one or more EPS bearers includes a default EPS bearer and one or more dedicated EPS bearers, where the small data bearer is the default EPS bearer. In other embodiments, the one or more EPS bearers includes a default EPS bearer and one or more dedicated EPS bearers, where the small data bearer is one of the dedicated EPS bearers.

Abstract: In one embodiment, a method for selecting a software interface based on operator policy comprises receiving from a mobile device a message requesting that a packet data session be allocated, wherein the message includes a requested quality of service profile for the packet data session, selecting a software interface, from among a plurality of software interfaces, for communication with a packet node based on the contents of the message, for the packet node to provide the mobile device with access to a packet data network, and allocating the packet data session in communication with the packet node, wherein the requested quality of service profile is conveyed to the packet node using the selected software interface.

Abstract: The present disclosure is directed at systems, methods and media for relieving RAN congestion in a core network. In some embodiments, RAN congestion information is reported from user equipment to a packet data gateway (PGW) through an eNodeB and a software gateway. The PGW can aggregate the RAN congestion information and periodically notify other network nodes, for example, a PCRF, about the aggregate congestion in a network. By aggregating RAN congestion information, the PGW can substantially reduce the signaling required to report RAN congestion in the core network.

The network device such as a mobility management entity (MME) can use a subscriber-aware implementation to provide a hierarchy for contacting a mobile device with a page. The subscriber-aware implementation can be tailored to analyze subscriber activity such as frequency and timing, to page a subset of the total number of cell sites in multiple tracking areas based on the subscriber activity, and to expand the subset after unsuccessful attempts to page the mobile device.

Abstract: Systems and methods for providing host-neutral small cells include communicating with a first User Equipment (UE) at a small cell. The first UE communicates with the small cell via a first Evolved Node B (eNodeB) base station associated with a first Evolved Packet Core (EPC). The small cell further communicates with a second UE. The second UE communicates with the small cell via a second eNodeB base station associated with a second EPC. Although a different wireless carrier may be associated with each of the first and second UEs, they may both communicate with the host-neutral small cell.
