Generating the prediction image includes: obtaining, from motion information in the syntax information, a motion vector candidate group including a motion vector of a block adjacent to a current block to be decoded; deriving a prediction motion vector from the motion vector candidate group based on selection information extracted from the motion information; and determining a prediction block for the current block to be decoded, using a final motion vector derived by adding the prediction motion vector to a differential motion vector extracted from the motion information.

The poly(organic oxidized silicon) particles significantly solves the problem of poor UV stability, while maintaining UV absorption by the UV-absorbing group contained in the particles. Since the poly(organic oxidized silicon) particles having UV-absorbing groups do not exhibit white turbidity, they can be effectively used in cosmetics. In accordance with the present invention, the poly(organic oxidized silicon) particles having UV-absorbing groups can be prepared economically as compared to the existing methods.

According to the present invention, a prediction method for encoding and decoding video comprises the following steps: generating a residual block of the current block through an inverse quantization and inverse transform; generating a prediction block of the current block through an intra-prediction; performing in-loop filtering on the current block in which the residual block and the prediction block are combined; and storing the current block, on which the in-loop filtering is performed, in a frame buffer for an intra-prediction of the next block to be encoded. As described above, prediction is performed using an in-loop filter during processes for encoding and decoding video, thereby improving the accuracy of prediction and reducing errors in prediction, thus improving the efficiency of video compression and reducing the amount of data to be transmitted.
