    Abstract: A light-emitting element includes a second semiconductor layer, an active layer above the second semiconductor layer, a first semiconductor layer above the active layer, a first insulating layer surrounding side surfaces of the first semiconductor layer, the active layer, and the second semiconductor layer and an upper surface of the first semiconductor layer, and defining a first opening at the upper surface of the first semiconductor layer, a reflective layer surrounding side surfaces of the first semiconductor layer and the active layer and an upper surface of the first semiconductor layer on the first insulating layer, and a second insulating layer on the reflective layer and on a portion of the first insulating layer on which the reflective layer is not located, defining a second opening on an upper surface of the first semiconductor layer, and having one end having a step with one end of the reflective layer.
