摘要： In order to provide efficient coding technology with a low load, a picture decoding device includes a spatial motion information candidate derivation unit configured to derive a spatial motion information candidate from motion information of a block neighboring a decoding target block in a space domain, a temporal motion information candidate derivation unit configured to derive a temporal motion information candidate from motion information of a block neighboring a decoding target block in a time domain, and a history-based motion information candidate derivation unit configured to derive a history-based motion information candidate from a memory for retaining motion information of a decoded block, wherein the temporal motion information candidate is compared with neither the spatial motion information candidate nor the history-based motion information candidate with respect to the motion information.

A moving-picture coding device for performing an affine transform in units of coding blocks includes an affine inheritance merging candidate derivation unit configured to derive an affine inheritance merging candidate for inheriting an affine model of blocks neighboring a coding target block in a space domain, an affine construction merging candidate derivation unit configured to derive an affine construction merging candidate from a plurality of motion information elements of blocks neighboring the coding target block in a space or time domain, and an affine fixation merging candidate derivation unit configured to derive an affine fixation merging candidate in which motion information of an affine control point is fixed. A motion vector of each affine control point is fixed to (0, 0) in the affine fixation merging candidate.

摘要： Provided is a picture encoding device that divides a picture into blocks and performs encoding for each of the divided blocks. A primary signal block divider divides a primary signal of the picture into rectangles having a predetermined size, and generates a primary signal block. A secondary signal block divider divides a secondary signal of the picture into rectangles having a predetermined size, and generates a secondary signal block. A primary signal predictor predicts a primary signal, and a secondary signal predictor predicts a secondary signal. The secondary signal predictor can perform inter prediction of predicting a secondary signal from an encoded primary signal, and the inter prediction is restricted based on at least one of a size of the primary signal block and a size of the secondary signal block.

摘要： An image conversion apparatus adapted to convert a coded picture that includes a slice including an integer number of rectangular areas each including a collection of one or more rows of blocks, the blocks being derived from dividing an image into blocks of a predetermined size, is provided. The apparatus converts the coded picture so as to reconfigure a relationship between the slice and the rectangular areas included in the coded picture, when a slice boundary and a rectangular area boundary in the coded picture are equal in terms of whether to apply a loop filter and converts the coded picture so as not to change the relationship between the slice and the rectangular areas included in the coded picture when the slice boundary and the rectangular area boundary in the coded picture are not equal in terms of whether to apply a loop filter.
