摘要: A learning data generation apparatus includes an object extraction unit configured to extract an object image from an image; a classification evaluation unit configured to evaluate the object possireimage based on a learned model, and to calculate reliability indicating a degree of posibility that the object image is classified as a candidate label; a classification determination unit configured to, if the reliability is smaller than a first threshold and equal to or larger than a second threshold which is smaller than the first threshold, associate a temporary label different from the candidate label with the object image; and a learning data generation unit configured to generate learning data based on the object image that is associated with the temporary label.

A device includes a coding information storage unit configured to add the inter prediction information used in the inter prediction to a history-based motion vector predictor candidate list; a history-based motion vector predictor candidate derivation unit configured to derive history-based motion vector predictor candidates from the history-based motion vector predictor candidate list; and a history-based merging candidate derivation unit configured to derive history-based merging candidates from the history-based motion vector predictor candidate list, wherein the history-based motion vector predictor candidate derivation unit and the history-based merging candidate derivation unit set candidates included in the history-based motion vector predictor candidate list as the history-based motion vector predictor candidates or the history-based merging candidates with reference to the candidates included in the history-based motion vector predictor candidate list in orders different from each other.

A motion vector of each affine control point is fixed to (0, 0) in the affine fixation merging candidate.

摘要: A motion vector decoding unit derives a motion vector of a prediction block subject to decoding on the basis of a motion vector of a candidate block included in candidate blocks selected from neighboring blocks. The motion compensation prediction unit performs motion compensation prediction using the derived motion vector. In case a motion vector number of a first block and a motion vector number of a second block are identical with each other, the motion vector decoding unit determines whether or not to set the second block as a candidate block in accordance with whether or not a reference index indicating a reference picture that the motion vector of the first block refers to and a reference index indicating a reference picture that the motion vector of the second block refers to are identical with each other.
