Abstract: A picture coding device includes: a block vector candidate derivation unit that derives block vector candidates of a coding target block in a coding target picture from coding information stored in a coding information storage memory; a selector that selects a selected block vector from the block vector candidates; a storage that stores coded pictures of a predetermined number of intra block copy standard blocks immediately before the coding target block; and a reference region boundary correction unit that removes a coded picture of one intra block copy standard block in the storage from a referenceable region after completion of a coding process of the coding target block, and determines whether an upper left position and a lower right position of a reference block indicated by the selected block vector are both included in the referenceable region.

A motion vector of each affine control point is fixed to (0, 0) in the affine fixation merging candidate.

Abstract: An image conversion apparatus adapted to convert a coded picture that includes a slice including an integer number of rectangular areas each including a collection of one or more rows of blocks, the blocks being derived from dividing an image into blocks of a predetermined size, is provided. The apparatus converts the coded picture so as to reconfigure a relationship between the slice and the rectangular areas included in the coded picture, when a slice boundary and a rectangular area boundary in the coded picture are equal in terms of whether to apply a loop filter and converts the coded picture so as not to change the relationship between the slice and the rectangular areas included in the coded picture when the slice boundary and the rectangular area boundary in the coded picture are not equal in terms of whether to apply a loop filter.

Abstract: A normal merge mode derivation unit further includes a merging candidate selector structured to add a merge motion vector difference defined by a direction index indicating a direction and a distance index indicating a distance to a motion vector of a merging candidate list, and select one candidate from the merging candidate list as a selected merging candidate on the basis of a merge index, in which, when the motion vector of the selected merging candidate is smaller than a distance indicated by an arbitrary index of the distance index, the merging candidate selector sets a direction of a merge motion vector difference defined by the distance index indicating a larger distance than the motion vector of the selected merging candidate as a diagonal direction, or changes the distance indicated by the distance index.
