Abstract: An apparatus configured to code video information includes a memory unit and a processor in communication with the memory unit. The memory unit is configured to store video information associated with a video layer having a picture. The processor is configured to determine whether the picture is a non-picture-order-count (POC)-anchor picture, and based on the determination of whether the picture is a non-POC-anchor picture, perform one of (1) refraining from indicating a POC reset in connection with the picture, or (2) indicating the POC reset in connection with the picture. The processor may encode or decode the video information.

Abstract: Techniques and systems are provided for processing video data. For example, techniques and systems are provided for performing content-adaptive blob filtering. A number of blobs generated for a video frame is determined. A size of a first blob from the blobs is determined, the first blob including pixels of at least a portion of a first foreground object in the video frame.The first blob is filtered from the plurality of blobs when the size of the first blob is less than a size threshold. The size threshold is determined based on the number of the plurality of blobs generated for the video frame.

Abstract: A video coder scales a motion vector of a current prediction unit (PU) of a current picture in order to compensate for a difference in temporal distance. In addition, the video coder determines a predictive block for the current PU, determines a disparity reference block based on samples of the disparity reference picture at a location indicated by a disparity vector of the current PU, and determines, based on samples of the fixed reference picture at a location indicated by the scaled motion vector, a temporal-disparity reference block for the current PU. The video coder then determines a residual predictor for the current PU. Each sample of the residual predictor for the current PU indicates a difference between a sample of the temporal-disparity reference block for the current PU and a corresponding sample of the disparity reference block.

Abstract: A computing device generates a file that comprises a media data box that encloses media content. The media content comprises a sequence of samples. Each of the samples is an access unit of multi-layer video data. Responsive to a determination that at least one access unit of a bitstream of the multi-layer video data includes a coded picture that has a picture output flag equal to a first value and a coded picture that has a picture output flag equal to a second value, the computing device uses at least two tracks to store the bitstream in the file. For each respective track from the at least two tracks, all coded pictures in each sample of the respective track have the same value of the picture output flag.

Abstract: In an example, a video coder may determine a first layer component of a first layer of video data, wherein the first layer of video data is associated with a layer identifier. The video coder may generate at least one filtered layer component by filtering the first layer component, and assign the layer identifier of the first layer and a filtered layer component index to the at least one filtered layer component, where the filtered layer component index is different than a layer component index of the first layer component. The video coder may also add the at least one filtered layer component to a reference picture set for performing inter-layer prediction of a layer other than the first layer of video data.
