Abstract: A method of processing video data includes determining, by processing circuitry, a plurality of neighboring samples for predicting a current block. The plurality of neighboring samples are arranged outside of a region of a current picture, the region comprising the current block, a row of samples adjacent to a top row of the current block, and a column of samples adjacent to a left column of the current block. The method further comprises deriving, by the processing circuitry, local illumination compensation information for the current block using the plurality of neighboring samples and generating, by the processing circuitry, a prediction block using the local illumination compensation information.

Abstract: A method of decoding video data includes determining, by a video decoder implemented in processing circuitry, a context initialization using a plurality of quantization parameters for a portion of a picture of video data decoded using temporal prediction. The method includes storing, by the video decoder, the context initialization with a single probability state for the plurality of quantization parameters. The method includes entropy decoding, by the video decoder, a set of syntax elements in a bitstream using the single probability state.

Abstract: As part of a process of encoding video data, a video encoder applies a transform to a non-square residual block to generate a block of transform coefficients. Furthermore, the video encoder modifies the transform coefficients such that each respective transform coefficient of the block of transform coefficients is based on the respective dequantized transform coefficient multiplied by a factor of √{square root over (2)} or an approximation of √{square root over (2)}. As part of a process of decoding video data, a video decoder applies, by the video decoder, a dequantization process to transform coefficients of a non-square transform block. The video decoder modifies the dequantized transform coefficients such that each respective dequantized transform coefficient of the dequantized transform coefficients is based on the respective dequantized transform coefficient divided by a factor of √{square root over (2)} or an approximation of √{square root over (2)}.

Abstract: A device for decoding video data is configured to determine weights for use in a bilateral filter for a current block of a current picture of the video data; apply the bilateral filter to a current sample of the current block, wherein the current sample is located inside a transform unit boundary, wherein applying the bilateral filter to the current sample comprises: assigning the weights to neighboring samples of the current sample of the current block, wherein the neighboring samples of the current sample include a neighboring sample located outside the transform unit; and modifying a sample value for the current sample based on sample values of the neighboring samples and the weights assigned to the neighboring samples; and based on the modified sample value for the current sample, outputting a decoded version of the current picture.
