A management device sends a measurement identifier to a measurement device. The measurement identifier is associated with a to-be-measured target service corresponding to a data flow that passes through an industry terminal. The management device sends a measurement indication to the measurement device. The measurement indication indicates to the measurement device to measure a performance indicator of the target service associated with the measurement identifier, and the performance indicator of the target service is associated with an abnormal event of the target service. In this way, the measurement device can quickly recognize a to-be-measured service data packet based on whether a service is associated with the measurement identifier, to implement performance data collection at a finer granularity, thereby improving accuracy of fault diagnostic analytics.

The method includes: A first network device determines at least one second terminal device, where first quality of experience corresponding to a first service flow of the second terminal device does not meet target quality of experience corresponding to the first service flow of the second terminal device. The first network device determines a target radio access network device, where the target radio access network device meets the target quality of experience corresponding to the first service flow of the at least one second terminal device. The first network device connects the first service flow of the at least one second terminal device to the target radio access network device.

An intent state management method, network element, and system are described. A first network element obtains a first network parameter value corresponding to an intent; and determines, based on the first network parameter value corresponding to the intent, that a condition for achieving the intent is not satisfied. In accordance with the determination, the first network element suspends execution of the intent, sends a first notification message to a second network element, where the first notification message notifies the intent to enter a sleep state; and sets the sleep state to an active state when the condition for achieving the intent is satisfied or the intent is modified. Network resources of the first network element can be saved. When the condition for achieving the intent is satisfied or the intent is modified, the intent enters the active state, so that a state of the intent can be adjusted in time.

One example method includes receiving, by a first mobility management network element, a first cell identifier and a network identifier from a first network element, where the network identifier includes an identifier of a first private network and an identifier of a second private network. The first mobility management network element can then obtain information about a second network element based on the first cell identifier and the network identifier, where the first network element serves a terminal device in the first private network, and where the second network element serves the terminal device in the second private network. The first mobility management network element can then send the first cell identifier and the network identifier to the second network element indicated by the information about the second network element, where the first cell identifier and the network identifier are used to obtain downlink routing information.

This method for online subscription data configuration includes: acquiring, by a subscription data configuration function device (SMF), equipment capability information of a user equipment (UE) and information of a service supported by the UE; generating, by the SMF, user subscription data according to the equipment capability information of the UE and the information of service supported by the UE, and generating user service subscription data according to the information of the service supported by the UE; where the user subscription data and the user service subscription data include an international mobile subscriber identity (IMSI) allocated to the UE by the SMF; performing, by the SMF, subscription data configuration on a home subscriber server (HSS) and a subscription profile repository (SPR), according to the user subscription data and the user service subscription data.

Embodiments provide an aggregate rate control method, a device, and a system. A gateway switch receives a flow entry and a link table from a software-defined networking (SDN) controller. The flow entry includes at least a match field and a flow-entry instruction, and the link table includes at least a packet processing operation. The gateway switch parses to obtain header information of a received target data packet, and matches the header information with the match field in the flow entry. When the header information matches the match field in the flow entry, a link instruction is executed in the flow-entry instruction in the flow entry. The packet processing operation in the link table is performed, and the packet processing operation is used to discard or buffer the target data packet when a bit rate of an aggregate service flow is greater than a specified maximum aggregate rate.

A congestion state reporting method and an access network device are provided by the present invention. The method comprises: obtaining, by an access network device, an identifier of a gateway device corresponding to bearers, and reporting to the gateway device congestion state information of a cell covered by the access network device via part of bearers from the bearers corresponding to the identifier. The method mentioned above can avoid the problem in the prior art that the congestion state is further aggravated, so that the gateway device can process the problem of cell congestion more rapidly, and can reduce the processing complexity of the gateway device in the prior art.

The present invention provides an access method, a mobility management device, and a user equipment. According to the present invention, a mobility management device receives a first access request message sent by a UE, where the first access request message includes first indication information, and the first indication information is used for indicating that the UE performs equipment access processing, so that the mobility management device can perform equipment access for the UE according to the first indication information. This avoids a problem in the prior art that a UE needs to establish a subscription relationship with an operator in order to access the Internet through a mobile communications network, thereby improving access flexibility of the UE.
