The method includes: sending, by an access network node, a first message to a terminal; receiving, by the terminal, the first message from the access network node; processing, by the terminal, first information based on the first message, where the first information includes information that needs to be stored in the terminal and a core network node; and/or processing first data based on the first message, where the first data includes data sent to the access network node before the first message from the access network node is received. By using embodiments of this application, a terminal receives paging from a last cell that served the terminal stored in the terminal, and it is ensured that data sent by the terminal to a network side can be successfully sent.

The method is applied to a base station, and includes: sending first information to a mobile management entity (MME), where the first information includes a first request used to re-establish an radio resource control (RRC) connection, the first request is used to instruct the MME to send second information to the base station, the second information includes context information of user equipment (UE) and indication information that is used to indicate connection establishment, and the UE is a UE that requests the RRC connection re-establishment; and receiving the second information. In the embodiments of the present invention, steps in a process of RRC link re-establishment can be reduced, thereby shortening time for re-establishing an RRC connection.
