In one method, user equipment determines a logical channel used for to-be-transmitted Device to Device (D2D) data. The user equipment reports, to a network device, a D2D data volume of the logical channel group for the user equipment. The user equipment sends, on a D2D resource that is allocated by the network device to the user equipment according to the D2D data volume, the to-be-transmitted D2D data to another user equipment by using the determined logical channel.
