    Abstract: Systems, methods, and apparatus for paging subgrouping are described herein. A UE may transmit a UE capability message as part of a registration procedure. The UE capability message may include paging subgroup assignment capability information. The UE capability message may be received at a CN via NAS signaling. The CN (e.g., an AMF of the CN) may assign the UE to a paging subgroup, based at least in part on the UE capability message; store the assignment in UE context; and transmit paging subgroup assignment information to both the UE and a base station. The paging subgroup assignment information may include an assignment of the UE to a paging subgroup. The UE may monitor for a paging occasion associated with the paging subgroup assigned to the UE, in a 5GMM_IDLE mode or a 5GMM_CONNECTED mode with RRC_INACTIVE indication.

    Abstract: Systems and methods of providing steering of roaming (SOR) information in a 5G VPLMN are described. A UE receives a REGISTRATION ACCEPT message from an AMF of the VPLMN during initial or mobility registration of the UE in the VPLMN and DL NAS TRANSPORT message thereafter. The message has a Payload container information element (IE) set to secured packet. The SOR information indicates a list of preferred PLMN/access technology combinations, which is uploaded to a memory after a successful security check to verify that the list of preferred PLMN/access technology combinations is provided by the UDM of the HPLMN and is not tampered with by the VPLMN. When the message also contains a request for acknowledgment of successful security check of the list of preferred PLMN/access technology combinations, the UE transmits to the AMF the acknowledgment in a REGISTRATION COMPLETE or a DL NAS TRANSPORT message.

In one implementation, a flag value is set within a Non-Access-Stratum (NAS) EPS Mobility Management (EMM) message to indicate to the network to establish a user plane connection (e.g., an S1-U bearer and data radio bearer (DRB)). The NAS message may be transmitted when the user device is in connected mode of operation.

    Abstract: Systems and methods are provided for public land mobile network (PLMN) selection for disaster roaming. A user equipment (UE) determines a disaster condition at a first PLMN, where the UE is a subscriber of the first PLMN. The UE determines an availability of a second PLMN for disaster roaming. The UE selects the second PLMN and attempts registration on the second PLMN for disaster roaming. In response to attempting the registration on the second PLMN for disaster roaming, the UE receives a registration reject message including a cause value corresponding to a registration failure for disaster roaming on the second PLMN due to the disaster condition on the first PLMN. The UE waits for a first period of time before again attempting to register for disaster roaming on the second PLMN for the first PLMN with the disaster condition.

    Abstract: Apparatuses, systems, and methods for a framework for user consent delivery and utilization in cellular communication systems. An access and mobility management function (AMF) of a network may obtain, from a user data management (UDM), user consent information via a user consent parameter included in a structured data type. The AMF may provide, to a base station of the network, the user consent information via a user consent information element. The user consent information element may be associated with at least one data type and the at least one data type may include radio link failure (RLF) information sharing consent and/or user location information sharing consent. The user consent information element may be included in any of an initial context setup request message, a user equipment (UE) context modification request message, and/or a handover request message.
