Abstract: A video encoder is configured to determine a picture size for one or more pictures included in a video sequence. The picture size associated with the video sequence may be a multiple of an aligned coding unit size for the video sequence. In one example, the aligned coding unit size for the video sequence may comprise a minimum coding unit size where the minimum coding unit size is selected from a plurality of smallest coding unit sizes corresponding to different pictures in the video sequence. A video decoder is configured to obtain syntax elements to determine the picture size and the aligned coding unit size for the video sequence. The video decoder decodes the pictures included in the video sequence with the picture size, and stores the decoded pictures in a decoded picture buffer.

Abstract: Systems, methods, and computer readable media are described for generating a regional nesting message. In some examples, a video bitstream is obtained and an encoded video bitstream is generated using the video data. The encoded video bitstream includes a regional nesting message that contains a plurality of nested messages and a plurality of region data defining a plurality of regions of a picture of the encoded video bitstream. For example, a first nested message of the regional nesting message includes a first set of data and a first region identifier indicating that the first set of data is to be applied to a first region of the plurality of regions of the picture.

Abstract: In one example, a device for retrieving video data includes one or more processors configured to receive data describing a sample entry type for a sample of a video bitstream, the sample entry type being one of ‘hev1’ or ‘hev2,’ wherein the sample comprises video data encoded according to one of High-Efficiency Video Coding (HEVC) or layered HEVC (L-HEVC), and wherein one or more other samples including video data precede the sample in the video bitstream in decoding order, and in response to the sample entry type being ‘hev1’ or ‘hev2’ and the sample comprising the video data encoded according to one of HEVC or L-HEVC, retrieve the sample to perform random access using the sample, without retrieving the video data of any of the one or more other samples that precede the sample, and without retrieving parameter sets of any previous samples of the video bitstream in decoding order.

Abstract: An example device for processing video data includes a memory configured to store an omnidirectional video stream, and a processor implemented in circuitry and configured to process (e.g., encode, transmit, receive, or decode) a first frame of a set of file format samples of the omnidirectional video stream, the set of file format samples referring to a sample entry, the first frame having a first region-wise packing scheme, and process a second frame of the set of file format samples referring to the sample entry, the second frame having a second region-wise packing scheme different than the first region-wise packing scheme. In this manner, a single omnidirectional video bitstream may include an entire virtual reality (VR) video content with most-requested regions being optimized with a largest number of color samples per unit of area.

Abstract: Techniques and systems are provided for decoding video data. For example, a method of decoding video data includes receiving, by a decoding device, an encoded video bitstream generated according to a first coding protocol, and determining that a base layer is to be provided to the decoding device as part of an external bitstream that is different from the received encoded video bitstream. The external bitstream is provided to the decoding device by an external source and is not provided as part of the encoded video bitstream. The base layer is encoded using a second coding protocol that is different from the first coding protocol. The method further includes determining to ignore a profile, tier, and level syntax structure assigned to the base layer in the video parameter set in response to determining the base layer is to be provided to the decoding device as part of an external bitstream. The profile, tier, and level syntax structure is assigned a zero value based on the base layer being provided as part of the external bitstream. The method further includes decoding the encoded video data of the encoded video bitstream.

Abstract: An apparatus may include a memory configured to store video data associated with a reference layer (RL) and an enhancement layer (EL) and a processor in communication with the memory. The processor may determine whether a first enhancement layer (EL) picture associated with a first parameter set is an intra random access point (IRAP) picture, determine whether a first access unit including the EL picture immediately follows a splice point, and perform one of (1) refraining from associating the first EL picture with a second parameter set different from the first parameter set, or (2) associating the first EL picture with a second parameter set different from the first parameter set. The processor may encode or decode the video data.
