Abstract: A method, device and system for creating resources during a user equipment (UE) hands over from a non-3rd Generation Partnership Project (non-3GPP) system to a 3GPP system are provided. A serving gateway (Serving GW) receives a first resource request message, such as Create Default Bearer Request message, including handover indication information indicating the handover from a mobility management network device, e.g., a MME. As the received resource request message includes the handover indication information, the Serving GW includes the handover indication information in a second resource request message and then sends the second resource request message to a PDN GW. After receiving the second resource request message, the PDN GW policy and charging control (PCC) rules to be used by the UE in the 3GPP access system so as to create the resources used by the UE in the 3GPP system.

Abstract: A local area network communication method, a device, and a system, to implement private communication across session management network elements for a local area network service. The method includes: determining, based on indication information of a local area network, first path information associated with a first address, where the first path information indicates routing data whose destination address is the first address to a first user plane network element, and where the first user plane network element provides access to the local area network for a terminal corresponding to the first address; and sending a first message to a second session management network element, for configuring a first routing rule on the second user plane network element, where the first routing rule includes the indication information of the local area network, the first address, and the first path information.

Abstract: A method and an apparatus for initiating user plane path re-establishment and a communications system are disclosed. The method includes: determining, by a session management function entity based on first location information of a terminal device, a session service area to which a current session of the terminal device belongs; and after receiving second location information of the terminal device sent by a mobility management function entity, if determining that the second location information is not within the session service area, instructing the terminal device to initiate a re-establishment procedure for the current session or initiate a handover procedure. Due to introduction of the session service area, when the terminal device moves back and forth at edges of service areas of two adjacent user plane function entities, a ping-pong effect caused by frequent handover between the two user plane function entities is avoided, and user experience is improved.

Based on this communication method, the second network element can select an available API based on the API information or the type information of the serving network and invoke the available API.
