The present disclosure relates to a pre-5th-Generation (5G) or 5G communication system to be provided for supporting higher data rates Beyond 4th-Generation (4G) communication system such as Long Term Evolution (LTE). A communication method of a User Equipment (UE) in a Dual Connectivity (DC)-based mobile communication system in which a Master Cell Group (MCG) and at least one Secondary Cell Group (SCG) are configured is provided. The method includes receiving measurement gap configuration information relating to a measurement gap used to periodically measure at least one serving cell, determining a first sub-frame included in the measurement gap using a System Frame Number (SFN) of the MCG and the received measurement gap configuration information, and performing a measurement on the at least one serving cell during at least one measurement gap sub-frame determined based on the determined first sub-frame.

method is provided for communicating with a User Equipment (UE) supporting a High Power Saving Reception Mode (HPSRM) mode by an evolved Node B (eNB) in a wireless communication system. The method includes receiving Discontinuous Reception (DRX) cycle information from a network entity performing mobility management for the UE by the eNB communicating with the UE over a wireless link; and broadcasting system information including the DRX cycle information. The DRX cycle information is set longer than DRX cycle information of a UE non-supporting the HPSRM mode. By doing so, an efficient paging method for an UE operating in the HPSRM mode may be provided.

A method for performing a random access procedure by a User Equipment (UE) in a mobile communication system includes transmitting a preamble for identifying the UE, through a first message; receiving a second message from an Evolved Node B (ENB) in response to the first message, the second message including uplink (UL) transmission resource information for transmitting at least one of a transparent Radio Resource Control (RRC) message which is an RRC message that a UE having no RRC control connection transmits for the first time, and Buffer Status Report (BSR) information indicating an amount of UL data; setting a format indicator indicating if the transparent RRC message or the BSR information is included in a third message; and generating the third message according to the set format indicator, and transmitting the generated third message according to the UL transmission resource information.

An apparatus and method are provided for feeding back channel quality information and performing scheduling using the fed-back channel quality information in a wireless communication system based on Orthogonal Frequency Division Multiple Access (OFDMA). In the OFDMA wireless communication system, forward performance degradation due to a decrease in an amount of reverse channel quality information is reduced, and also an increase in the reverse load due to channel quality information feedback is suppressed. A base station controls power of a physical channel using information fed back from a mobile station. In a method for feeding back channel quality information from the mobile station, sub-band-by-sub-band channel quality information is measured and channel-by-channel quality information of a number of channels is transmitted in order of sub-bands of better channel quality information. Average channel quality information for a total band is measured and transmitted.

Methods and apparatuses are provided for communication between a UE and a node B in a communication system. The UE generates a media access control protocol data unit (MAC PDU) comprising at least one media access control service data unit (MAC SDU) and at least one field related to an amount of data. Each of the at least one field related to the amount of data corresponds to a respective identifier, and the at least one field related to the amount of data is placed prior to the at least one MAC SDU in the MAC PDU. The MAC PDU comprising the at least one MAC SDU and the at least one field related to the amount of data is transmitted to the node B. Grant information is received from the node B. Data is transmitted to the node B based on the grant information.

A method and apparatus are provided for reporting a buffer status to a Node B, by a User Equipment (UE), in a mobile communication system. The method includes checking if a resource for data to be transmitted to the Node B is available, when there is a buffer status report triggered to be transmitted to the Node B; transmitting the buffer status report by using the available resource, if the resource is available; and transmitting a scheduling request to the Node B, if the resource has not been allocated for a predetermined time after the buffer status report is triggered.

A method and apparatus for routing a message for a Proximity-based Service (ProSe) by a User Equipment (UE) in a wireless communication system is provided. The method includes sending, to a server, an authorization request message requesting authorization for ProSe usage by an application installed in the UE, the authorization request message including an application ID (ID) for identifying the application and a UE ID for identifying the UE; and receiving an authorization response message including a validity time for a ProSe of the application from the server in response to the authorization request message.

An apparatus and method for managing a Random Access CHannel (RACH) in a mobile communication system are provided. A method performed by the UE includes determining, when a signal indicative of a resolution of contention in a RACH procedure is received from a network before a contention resolution timer expires, that the RACH procedure has been successfully completed; receiving, from the network, after the successful completion of the RACH procedure, a UE information transmit request; and transmitting, to the network, in response to receipt of the UE information transmit request, a message including contention information of the completed RACH procedure.

A method for an Base Station (BS) to provide information necessary for measurement report trigger performance to a Mobile Station (MS) after the MS determines neighboring BSs in a mobile communication system includes, in a case where the MS is an active mode MS, providing a Time To Trigger (TTT) independently by a specific neighboring BS to the active mode MS and, in a case where the MS is an idle mode MS, providing a reselection time period (Treselection) independently by the specific neighboring BS to the idle mode MS.
