Abstract: Apparatuses of wireless communication devices are disclosed. An apparatus of a user equipment includes one or more processors configured to start a first timer responsive to detection of a Radio Link (RL) failure, start a second timer and trigger a beam recovery procedure one or more times responsive to expiry of the first timer if RL recovery is not detected, and start a third timer and attempt to find a suitable cell for Radio Resource Control (RRC) connection reestablishment responsive to one or more expiries of the second timer if RL recovery fails. The one or more processors are also configured to go to an RRC idle or inactive state responsive to expiry of the third timer if a suitable cell for RRC connection reestablishment is not found.

Abstract: An embodiment for user equipment that receives a plurality of measurement gap repetition patterns from a network. Each measurement gap repetition pattern may be assigned to a different frequency of the network. The plurality of measurement gap repetition patterns may include skipping measurement patterns. Further embodiments may include the user equipment receiving a repetition period in a measurement object frame or receiving a plurality of measurement gap repetition patterns in which the measurement gaps are non-colliding with measurement gaps of other repetition patterns assigned to the user equipment.

Abstract: Beamforming measurement techniques based on PSS/SSS are disclosed. An apparatus of a user equipment (UE) can include processing circuitry configured to decode a configuration message from a source serving cell, the configuration message indicating signal selection criteria for cell measurement reporting. A synchronization signal (SS) burst set associated with one or more transmission/reception points (TRPs) within a neighboring cell is decoded, the SS burst set including a plurality of SS blocks. A cell beamforming measurement signal associated with the neighboring cell is generated, based on signal measurements of the SS blocks and the signal selection criteria. A radio resource management (RRM) measurement report message is encoded for transmission to the serving cell, the measurement report message including the cell beamforming measurement signal. A handover command message for initiating a handover to the neighboring cell is decoded, the handover command based on the cell beamforming measurement signal.

One or more PDCP packets are offloaded from a first RAT to a second RAT. The apparatus comprises circuitry to aggregate the received data PDCP packets, and report a status of the PDCP packets to the radio bearer.

Abstract: Techniques discussed herein can facilitate configuration by a network of one or more measurement gaps based at least in part on UE (User Equipment) assistance. One example embodiment employable by a UE (User Equipment) comprises a memory interface; and processing circuitry configured to: generate UE capability information that comprises, for each measurement scenario of one or more measurement scenarios, an indication of whether the UE is capable of non-gap measurement in connection with that measurement scenario, wherein each measurement scenario applies to one or more associated serving frequencies and one or more associated measurement objects; and process configuration signaling that comprises, for each measurement scenario of the one or more measurement scenarios, an associated indication of whether an associated measurement gap is configured for that measurement scenario.

A user equipment (UE) may include control circuitry to configure the UE for increased carrier monitoring; determine, based on a first signal received from a network apparatus, whether a reduced performance group carrier is configured; determine, based on a second signal received from the network apparatus, whether a scaling factor is configured; and in response to a determination that no reduced performance group carrier is configured and a determination that no scaling factor is configured, allow the UE to monitor fewer carriers than required by increased carrier monitoring. Abstract: Technology for using an open mobile alliance (OMA) management object (MO) for congestion control in mobile networks is described. A novel type of OMA MO for application specific access control (ASAC) can include internet protocol (IP) flow descriptions that can be used to characterize applications with fine granularity. Priorities can be assigned to IP flows based on the IP flow descriptions. A user equipment (UE) can receive such an OMA MO and also receive application-barring information regarding a congestion level in a mobile network with which an application at the UE wishes to connect. The UE can have a connectivity manager (CM) that determines whether to allow the application to establish a connection with the mobile network based on the priority level of the application's associated IP flow and the application-barring information.

Abstract: Methods, systems, and devices for mobility optimization in a heterogeneous network are disclosed herein. A base station includes an anchor module, a context information module, and a transmission point module. The anchor module configures the base station as a virtual anchor cell for a plurality of small cells. The context information module is configured to maintain context information for user equipment (UE). The context information for the UE is maintained by the context information module while any small cell of the plurality of small cells is configured as a TP for the UE. The transmission point (TP) change module is configured to send at least a portion of the context information to a small cell configured as the TP for the UE.
