Abstract: Embodiments of the present disclosure provide an image encoding method, an image decoding method, an encoding device, and a decoding device. The method includes: determining a conversion function parameter of a current image block; determining a conversion function parameter of a neighboring image block corresponding to the current image block; determining, according to a correlation between the conversion function parameter of the current image block and the conversion function parameter of the neighboring image block, whether to perform merge encoding on the conversion function parameter of the current image block and the conversion function parameter of the neighboring image block, and determining a first indicator, where the first indicator is used to indicate whether to perform merge encoding on the conversion function parameter of the current image block and the conversion function parameter of the neighboring image block; and encoding the first indicator.

Abstract: A method and apparatus is provided for encoding image data comprising receiving image data and an initial quantization matrix for encoding the image data; converting the initial quantization matrix into a modified scaling matrix, wherein the modified scaling matrix has a plurality of coefficients divided into different frequency bands; adjusting a value corresponding to at least one of the plurality of coefficients to control quality of an image to be encoded; generating a parameter set having a plurality of band parameters, each band parameter corresponding to a coefficient of the modified scaling matrix; writing the encoded image data and the parameter set having the plurality of band parameters into a bitstream; and transmitting the bitstream over the network to a decoding device. The present disclosure may improve quality of the encoded image efficiently.

Abstract: A method and device for coding and decoding are disclosed. The method includes: dividing a picture to be encoded into several slices, each containing macroblocks continuous in a designated scanning sequence in the picture; dividing slices in the picture into one or more slice sets according to attribute information of the slices, each slice set containing one or more slices; and encoding the slices in the slice sets according to slice and slice set division information to get a coded bit stream of the picture. The decoding method includes: obtaining slice and slice set division information from a bit stream to be decoded and decoding the bit stream according to the obtained slice and slice set division information. The invention improves the performance of video transmission effectively and realizes region based coding. The implementation of coding and decoding is simple and the complexity of coding and decoding systems is reduced.
