Techniques for aggregating heterogeneous carriers in a wireless communication system are disclosed. A mobile device may receive a configuration for aggregating a plurality of component carriers including one or more cellular carriers and a wireless local area network (WLAN) carrier. The one or more cellular carriers may include LTE carriers, and aggregation may be performed at a sub-IP protocol layer of operation. In one aspect, protocol entities may be modified to perform quality of service determinations, carrier selection, traffic mapping, or the like, in view of the different capabilities and characteristics of the heterogeneous carriers in the carrier aggregation configuration.

Certain aspects of the present disclosure relate to methods and apparatus for measurement reporting. The method comprises receiving, via a first radio access technology (RAT), a first request for one or more measurement reports, translating the first request to a group of second requests for measurement associated with at least a second RAT, and transmitting at least one of the second requests to initiate gathering measurements associated with the second RAT for use in generating the one or more measurement reports in response to the first request.

Aspects relate to a priority mechanism for prioritizing network identifiers, for example SSIDs. As described herein, a UE may obtain one or more network identifier sets, each of the one or more network identifier sets having one or more network identifiers for a first RAT and a priority level, determine one or more of the network identifier sets that are under control of a second RAT, and after the determining, manage connections to the first RAT based, at least in part, on the priority level of the network identifier sets.

A UE may receive, via a first communication link that uses a first radio access technology (RAT), information that identifies a threshold associated with a second communication link that uses a second RAT. The UE may monitor one or more communications on the second communication link. The UE may determine whether a parameter associated with the second communication link satisfies the threshold based at least in part on monitoring the one or more communications on the second communication link. The UE may provide a message via the first communication link when the parameter associated with the second communication link satisfies the threshold.

Certain aspects described herein relate to wireless communications. A first connection can be established with a first serving node using a first radio access technology (RAT), and a second connection can be established with a second serving node using a second RAT. An indication of a power consumption mode for the first connection can be received, and a power operation mode of the second connection can be determined based at least in part on the indication.

Methods and apparatus for offloading traffic from a cellular network to a wireless local area network (WLAN) are described. One example method generally includes receiving, from a serving base station, a request to measure one or more WLAN access points (APs), determining one or more metrics for the WLAN APs, comparing the metrics for the WLAN APs to a threshold, and reporting metrics for at least a first AP of the WLAN APs if the metrics for the first AP exceed the threshold.

A method of wireless communication performed by a user equipment (UE) includes: operating in a Dual SIM Dual Active (DSDA) mode or a Dual SIM Dual Standby (DSDS) mode in which a first subscriber identity module (SIM) is designated as a default data subscription (DDS); determining a recommendation to change the DDS from the first SIM to a second SIM at a modem; informing a user of the recommendation to change the DDS; changing the DDS in response to, at least in part, the recommendation and an input from the user; updating a first state variable to indicate a state of the DDS; and routing internet data to the second SIM.

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may communicate on a first set of carriers in a first frequency range (FR) and a second set of carriers in a second FR. The UE may detect a radio link control (RLC) discontinuity on at least one of the first set of carriers or the second set of carriers. The UE may identify one or more FRs, of the first FR and the second FR, in which the RLC discontinuity occurred. In some aspects, a user equipment (UE) may identify an available energy for uplink transmission of a plurality of communication links of the UE. The UE may configure, from the available energy, a first set of energy allocations for the plurality of communication links. The UE may configure a second set of energy allocations for one or more communication links of the plurality of communication links, wherein the second set of energy allocations are allocated from a remainder of the available energy after the first set of energy allocations are allocated.
