Abstract: Certain aspects of the present disclosure provide techniques for access stratum level security of medium access control (MAC) transport blocks (TBs). A method for wireless communications includes generating a unique ciphering sequence number for each MAC TB of a plurality of MAC TBs. The method includes encrypting each of the plurality of MAC TBs based, in part, on the unique ciphering sequence number for each of the plurality of MAC TBs.

Abstract: Methods, systems, and devices for wireless communication are described. A central unit (CU) of a network entity may receive, from a first user equipment (UE) via a second UE, a connection setup request message for a first UE. The CU may establish UE context information for the first UE at an adaptation layer of the CU, the CE context information based at least in part on communications between the first UE and the network entity via the second UE. The CU may transmit, to a distributed unit (DU) associated with the CU, an indication of a relaying configuration for the first UE connecting to the network entity via the second UE, the relaying configuration comprising multiplexing and forwarding information for a connection between the second UE the DU. The CU may communicate with the first UE via the second UE according to the UE context information and the relaying configuration.

An access and mobility management function (AMF) proxy may establish a first communication link between a radio access network (RAN) of a first network operator and a first AMF of the first network operator via the AMF proxy and a second communication link between the RAN of the first network operator and a second AMF of a second network operator via the AMF proxy. The AMF proxy may receive a message from the RAN via the first communication link or the second communication link directed towards a target proxy endpoint address of the first AMF or of the second AMF. As such, the AMF proxy may transmit the message from the RAN to the first or to the second AMF based on a mapping between a set of target proxy endpoint addresses, and one or more source proxy endpoint addresses.

Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may measure quality of experience (QoE) metrics and transmit a QoE report that is formatted to be readable by a base station, such that a base station may receive the QoE report and independently perform adjustments associated with the service being utilized by the UE. A UE may receive a configuration message that includes a first configuration for reporting QoE measurements to a base station and a second configuration for reporting QoE measurements to a QoE server. The UE may measure one or more QoE metrics in accordance with the configuration message, and generate a first report for the base station based on the QoE measurements and the first configuration. Upon generating the report, the UE may transmit the first report to the base station in accordance with the first configuration.

Abstract: An apparatus receives a small data transmission during an RRC inactive mode, without transitioning the UE to an RRC connected mode. The UE receives a page from a base station for a downlink data transmission while in the RRC inactive mode. The page may indicate a downlink data transmission to occur without transitioning the UE to an RRC connected mode and may indicate a RACH preamble to the UE. The UE transmits a random access preamble to the base station in response to the page and receives a downlink data packet from the base station while remaining in the RRC inactive mode.

Abstract: Wireless communication systems and methods related to enhancing initial access for multi-beam operations. A user equipment (UE) selects a synchronization signal block (SSB) that corresponds to a beam and has a reference signal received power (RSRP) above a threshold. The UE receives a system information block (SIB) that includes a plurality of SSB and beam-specific system information pairs. The UE selects beam-specific system information by matching the selected SSB to one of SSBs in the multiple SSB and beam-specific system information pairs. The UE establishes a connection with a base station (BS) using the beam-specific system information.
