    Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a base station (BS), a paging communication while the UE is in an inactive mode or an idle mode. The UE may transmit, to the BS and based at least in part on receiving the paging communication, a first communication as part of a random access channel (RACH) procedure. The UE may receive, from the BS and based at least in part on transmitting the first communication, a second communication that includes mobile-terminated downlink data, an indication of an uplink resource, and a radio resource control (RRC) release message. The RRC release message may cause the UE to remain in the inactive mode or the idle mode while receiving the mobile-terminated downlink data. The UE may transmit mobile-originated uplink data using the uplink resource. Numerous other aspects are provided.

    Abstract: Wireless communications systems and methods related to on-demand ultra-reliable, low-latency communication (URLLC) are provided. In one embodiment, a base station (BS) receives, from a user equipment (UE) in a first cell frequency, a request for a protocol data unit (PDU) session over a network slice. The BS receives, from a core network entity, a resource configuration request for the PDU session over the network slice. The BS transmits, to the core network entity, a resource configuration response indicating a cause for rejecting the resource configuration request. In one embodiment, a UE transmits, in a first cell frequency of a network, a network registration request message requesting a network slice of the network that is not provided by the first cell frequency. The UE receives a network registration response message indicating the network slice is allowed based on a second cell frequency of the network providing the network slice requested.

    Abstract: Wireless communication systems and methods related to enhancing initial access for multi-beam operations. A user equipment (UE) selects a synchronization signal block (SSB) that corresponds to a beam and has a reference signal received power (RSRP) above a threshold. The UE receives a system information block (SIB) that includes a plurality of SSB and beam-specific system information pairs. The UE selects beam-specific system information by matching the selected SSB to one of SSBs in the multiple SSB and beam-specific system information pairs. The UE establishes a connection with a base station (BS) using the beam-specific system information.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may be configured to receive, from a distributed unit (DU) associated with a first radio access technology (RAT) of a radio access network (RAN), control information indicating a core network service offered by a service-based network associated with a second RAT. The UE may transmit, via the first RAT, a service request indicating the core network service offered by the service-based network associated with the second RAT. The UE may receive, from the DU, control signaling indicating a service configuration for communicating with the core network service offered by the service-based network. The UE may then transmit, to the DU via the first RAT and in accordance with the service configuration, a service message including a payload associated with the core network service, the payload in a format associated with the second RAT.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may receive a measurement configuration including trigger conditions for performance of handover procedures within a service-based wireless system. The UE may transmit a message indicating a satisfaction of a trigger condition to a source network entity, a mobility service offered by a service-based network, or both. After performance of a handover decision by the source network entity, the mobility service, or both, the mobility service may select a target network entity for the handover procedure. The mobility service may select a target network entity that supports at least one active core network service at the UE. The UE may then receive a handover command from the mobility service, and may perform a handover procedure to the target network entity.
