The coating film comprises an undercoat layer to be bonded to an underwater structure, and an antifouling layer bonded to the undercoat layer, wherein: a 100-gram underwater constant load peeling degree of the coating film is less than 5; a ratio of a tensile breaking strength of the coating film to an adhesive force of the coating film with respect to the underwater structure, as measured after immersing the coating film in pure water at 60° C. for 5 weeks is 1.5 or more; and a 1-mm square cross-cut stretching-caused peeling degree of the antifouling layer with respect to the undercoat layer is 0.05 or less.

A modular steel-framed construction mold apparatus comprised of a plurality of contiguous foundation, cavity wall and roof deck void spaces defined and formed by assemblies of interlocking encasement panels and connectors integrally attached to a structural steel grillage for accepting, containing, and shaping wet concrete fill, a method for forming, casting, and encasing monolithic composite concrete and steel buildings and structures in situ using said mold apparatus, and a permanently encased monolithic composite concrete and steel structure constructed by employing the foregoing modular mold apparatus and method of concrete construction. The structural steel grillage supports the encasement assemblies before and during the casting process, becoming fully embedded within the cast concrete, and provides tensile strength complementing the compressive strength of concrete fill. The panelized encasement assemblies remain in place following casting protecting and insulating the resulting composite concrete and steel buildings and structures.

A collar for repairing a marine support has a tubular upper segment, a tubular lower segment, and a middle segment providing a transition region between the upper and lower segments. The collar can be opened and closed along a slit extending from the upper end of the collar to the lower end of the collar. To repair a marine support, the collar is opened and positioned so as to surround the marine pile and the extension. The collar is then closed and secured along the slit. The upper end of the collar is secured to the extension, and the lower end of the collar is secured closely along the perimeter of the pile. A flowable fill material is then injected into spaces between the collar and the marine support, filling or encasing voids or damaged areas on the marine support.

A preferred embodiment includes pressurized cylinders (1550) for lifting the building (300) prior to a surge of floodwater.
