Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may monitor one or more first conditions pertaining to non-cellular communications between the UE and a non-cellular network while the UE is operating in a dual networking mode for steering, switching, or splitting traffic (e.g., an access traffic steering, switching, and splitting (ATSSS) mode) between the non-cellular network and a cellular network. The UE may predict an availability status of at least the non-cellular network based on at least one of the one or more first conditions. In some cases, the UE may determine whether to change dual networking modes based on the availability status and may communicate in accordance with the same or a different dual networking mode using at least one of the cellular network, the non-cellular network, or a combination thereof based on the prediction.

Abstract: Certain aspects of the subject matter described in this disclosure can be implemented in a method for wireless communication by a user equipment (UE). The method generally includes registering with a first public land mobile network (PLMN) of a first network operator in response to detection of an interruption event associated with a second PLMN of a second network operator; determining that the interruption event has ended; and taking one or more actions to communicate with the second PLMN in response to the ending of the interruption event, wherein taking the one or more actions to communicate with the second PLMN is based on a constraint associated with access attempts to the second PLMN.

Abstract: A user equipment (UE) may access a public land mobile network (PLMN) via a communication satellite. The UE may receive satellite coverage data from the serving PLMN via the communication satellite indicating at which locations and/or at which times satellite coverage is available. The UE may determine, based on the satellite coverage data, a first time of satellite unavailability for a location of the UE and a second time of satellite availability. The UE may enter a no coverage state following the first time. The UE may inhibit mobile originating requests and/or reduce a frequency of satellite cell searching while in the no coverage state. The UE may leave the no coverage state at the second time. The satellite coverage data may comprise a coverage map for a grid of locations. Extra coverage data may be provided for satellite availability for other PLMNs and/or for terrestrial cells.

Abstract: Disclosed are techniques for wireless communication using satellite access to a wireless network, where a wireless cell supported by a satellite is moving or temporarily fixed. In an aspect, a radio access network (RAN) entity or a user equipment (UE) provides, to a core network entity, an enhanced cell global identifier (CGI), where the enhanced CGI includes at least one field representing a location of the UE. Based on the enhanced CGI, the core network entity determines a location of the UE, and may provide a service to the UE based on the location. A core network may also provide an enhanced CGI to a RAN, e.g., to support wireless emergency alerting to UEs.

Abstract: Techniques are described to support call routing and location for a user equipment (UE) with satellite wireless access to a serving PLMN. The UE sends a Session Initiation Protocol (SIP) INVITE message to a network node, such as a P-CSCF, that includes an indication of satellite access for the UE. In response the network node sends a request to another network node for a cell ID for a fixed cell in which the UE is located. The fixed cell can be independent of satellite radio cells for the serving PLMN. The network node may receive the cell ID for the fixed cell and sends the SIP INVITE message to another network node (e.g., an E-CSCF or LRF) with the cell ID for the fixed cell. The other network node may use the cell ID to route the SIP INVITE message or obtain an approximate location of the UE.

Abstract: Methods, systems, and devices for wireless communications are described to improve support for broadcast systems. In some wireless communications systems, such as broadcast systems for a multimedia broadcast/multicast service (MBMS), an inter-site distance between transmitters or between a transmitter and a receiver may be relatively large compared to an inter-site distance for other scenarios of a wireless communication system (for example, cellular data or talk scenarios). A transmitter in a broadcast system may adjust one or more characteristics of resources in a frame, such as the subframe structure, slot structure, or symbol structure, in carriers dedicated for MBMS resource transmissions. For instance, the transmitter may adjust durations of one or more symbols in a frame.

In some aspects, a user equipment (UE) may determine a capability of the UE relating to a carrier configuration of the UE, wherein the carrier configuration relates to carriers of at least two different numerologies; and transmit information identifying the capability, wherein the information identifying the capability identifies a bandwidth or number of carriers that is supported for carriers of a first numerology and one or more scaling values associated with one or more numerologies other than the first numerology. A base station may receive information identifying a capability of a UE relating to a carrier configuration of the UE, wherein the carrier configuration relates to carriers of at least two different numerologies; and determine a configuration for communication with the UE based at least in part on the information identifying the capability.
