Abstract: Generally discussed herein are systems and methods that include Radio Link Monitoring (RLM) on an Enhanced Physical Downlink Control Channel (EPDCCH) transmission within a Heterogeneous Network (HetNet). RLM can be done without regard to a Physical Downlink Control Channel (PDCCH) quality level. A User Equipment (UE) can be configured to receive the EPDCCH transmission from an Enhanced Node B (eNodeB). A quality level of the EPDCCH transmission can be estimated based upon a BLock Error Rate (BLER) of the EPDCCH transmission. If the quality level is lower than a first threshold value for a first specified number of consecutive periods, a timer can be started. In response to determining the quality level is greater than a second threshold for a second specified number of consecutive periods stop the timer before the timer expires. If the timer is stopped before the timer expires, declare a Radio Link Failure (RLF).

Abstract: Technology for eNodeB operable to perform vehicle-to-anything (V2X) communication within a wireless communication network is disclosed. The eNodeB can Process a data packet containing vehicle-to-anything (V2X) identification information that is received from a user equipment (UE). The eNodeB can identify the data packet as a V2X message according to the V2X identification information. The eNodeB can determine the V2X messages are to be forwarded to a V2X function. The eNodeB can process the V2X message for transmission directly to the V2X function via a V2X interface.

Abstract: Technology to support access-class-barring (ACB) skipping for commercial and public-safety user equipments (UEs) is disclosed. A cellular mobile network experiencing congestion at the core network level can be configured to send a communication to UEs indicating that ACB may be skipped by UEs seeking to establish device-to-device (D2D) communication using a first mode of D2D resource allocation wherein D2D resources are allocated by the network. In addition, the network can be configured to send a communication indicating that a second mode of D2D resource allocation wherein D2D resources are allocated by the UEs may be used as an alternative to the first mode. The network may also indicate that the second mode can be used as a fallback when current ACB parameters indicate that use of the first mode is not currently permitted.
