Abstract: Techniques described herein may be used to enable User Equipment (UE) to switch between Radio Access Technologies (RATs) while transitioning from an inactive state to an active state. For example. a UE may connect to a base station via one type of RAT (e.g., Long-Term Evolution (LTE) RAT), enter an inactive state, and later, while transitioning from the inactive state to an active state, connect to another base station via another type of RAT (e.g., a New Radio (NR) or 5th Generation (5G) RAT). The UE may transition from one RAT to another RAT without increasing signaling between the UE and the network beyond minimal signaling involved in a transition of the UE from the inactive state to an active state. The network may further minimize signaling by determining and communicating minimized connection configuration information to the UE.

Abstract: An apparatus of a base station (BS) of a radio access network (RAN) comprises memory and processing circuitry. The processing circuitry includes a central unit (CU) portion and a distributed unit (DU) portion that implement a BS multi-layer protocol stack divided between the CU portion and the DU portion. The processing circuitry initiates a handover to change a serving cell of user equipment (UE). The handover includes a change in a portion of logical layers of the BS multi-layer protocol stack, and the processing circuitry encodes an information element for transmission to the UE indicating logical layers of a UE multi-layer protocol stack implemented in the UE to be reset by the UE in association with the handover.

Abstract: Briefly, in accordance with one or more embodiments, a user equipment (UE) may enter into an E-UTRAN Routing Area Paging Channel state, and is configured with an E-UTRAN Routing Area and an Anchor identifier to identify an anchor evolved Node B (eNB) for the UE. The UE selects to a new cell without performing a handover procedure, and performs a cell update procedure. The UE also may enter into a Cell Update Connected state, and is configured with an Anchor identifier. The UE selects to a new cell, performs a cell update procedure, performs a buffer request procedure, and performs a cell update procedure to download buffered data and to perform data transmission with the new cell.

Abstract: A user equipment (UE) operable to perform inter-frequency measurements is disclosed. The UE can decode an information element (IE) received from an eNodeB. The UE can determine whether the IE received from the eNodeB includes a reduced measurement performance field. The UE can determine that a neighboring inter-frequency is configured for a reduced measurement performance when the reduced measurement performance field is included in the IE.

Abstract: Embodiments of the present disclosure describe methods, systems, and devices for facilitating transfer of user equipment (UE) handover in multi-cell networks. A source evolved node B (eNB) may transmit an autonomous handover grant to a UE along with an indication of a target eNB. The source eNB may also make a handover request to the target eNB and provide a UE context to the target eNB. Upon transmission of a handover command, the UE may perform a random access channel procedure to connect to the target eNB. Because the eNB may have the UE context (or may be able to fetch the context), the handover time may be lessened. Other embodiments may be described and/or claimed.

Abstract: Technology for supporting dual connectivity is disclosed. A user equipment (UE) may receive a radio resource control (RRC) reconfiguration message from a macro evolved node B (MeNB). The RRC reconfiguration message may indicate that a secondary cell associated with a secondary eNB (SeNB) is to be added for connection to the UE. The UE may complete an RRC reconfiguration procedure to add the secondary cell. The UE may send a preamble to the SeNB indicating that the UE has completed the RRC reconfiguration procedure. The UE may communicate data with the SeNB after sending the preamble to the SeNB, wherein the UE supports dual connectivity to the MeNB and the SeNB.

Abstract: A User Equipment (UE) device operates to directly determine a target small cell for access or handover with the assistance of a macro cell network. The UE directly generates the connection and selects which small cell to access from among a subset of small cells chosen of a set of candidate small cells. The UE is provided dedicated assistance information from the evolved node B (eNB) or macro network device. The dedicated assistance information enables the UE to measure data from the candidate small cells within a heterogeneous network environment. The UE shares the measured data and connects directly to the selected small cell for an access or handover operation.
