    Abstract: Methods and apparatus for video coding using non-adjacent affine candidates are provided. According to this method, one or more neighboring MVs (motion vectors) are determined from one or more non-adjacent affine-coded neighbors of the current block. CPMVs (Control-Point Motion Vectors) are determined based on said one or more neighboring MVs, wherein if a target neighboring block associated with one target neighboring MV (Motion Vector) is outside an available region, a derived CPMV) is generated to replace the target neighboring MV. An affine merge list or an affine AMVP (Advanced Motion Vector Prediction) list having said one or more neighboring MVs as one non-adjacent affine candidate is generated, wherein said one non-adjacent affine candidate generates a non-adjacent affine predictor using motion information according to the CPMVs. The current block is encoded or decoded using a motion candidate selected from the affine merge list or the affine AMVP list.

    Abstract: Low-latency video coding methods and apparatuses include receiving input data associated with a current Intra slice composed of Coding Tree Units (CTU), where each CTU includes luma and chroma Coding Tree Blocks (CTBs), partitioning each CTB into non-overlapping pipeline units, and encoding or decoding the CTUs in the current Intra slices by performing processing of chroma pipeline units after beginning processing of luma pipeline units in at least one pipeline stage. Each of the pipeline units is processed by one pipeline stage after another pipeline stage, and different pipeline stages process different pipeline units simultaneously. The pipeline stage in the low-latency video coding methods and apparatuses simultaneously processes one luma pipeline unit and at least one previous chroma pipeline unit within one pipeline unit time interval.

    Abstract: A method and apparatus of video decoding are disclosed. According to one method, the chroma residue scaling factors are derived based on neighboring prediction or reconstructed luma samples of the collocated luma block, where the neighboring prediction or reconstructed luma samples of the collocated luma block correspond to samples among M samples along a top boundary of the collocated luma block and N samples along a left boundary of the collocated luma block. Chroma scaling is applied to chroma residual samples of the chroma residual block according to the chroma residue scaling factors derived. In another method, the chroma residue scaling factors are derived based on one or more reconstructed luma samples outside the collocated luma processing data unit.     Abstract: Exemplary video processing methods and apparatuses for encoding or decoding a current block by bi-directional prediction are disclosed. L0 and L1 reference blocks are determined for the current block, and a motion vector refinement is applied to refine the L0 and L1 reference blocks using a motion estimation search performed on each processing unit in the current block. A bi-directional optical flow operation is early terminated according to a cost of each processing unit in the current block. The processing units for cost calculation in the motion vector refinement and the bi-directional optical flow early termination are unified. The bi-directional optical flow operation is applied to the current block to further refine the L0 and L1 reference blocks if the bi-directional optical flow operation is not early terminated. A final inter predictor is derived from the refined L0 and L1 reference blocks for encoding or decoding the current block.

According to this method, a shifted region is determined for the filter region to avoid unavailable reconstructed or filtered-reconstructed video data for the NN processing of the filter region, where boundaries of the shifted region comprises region boundaries derived by shifting target boundaries upward, leftward, or both upward and leftward, and wherein the target boundaries correspond to one or more top boundaries and one or more left boundaries of target processing region including the current block and one or more remaining un-processed blocks. According to another method, the areas outside boundaries of pictures, slices, tiles, or tile groups are padded. In yet another method, a flag is used to indicate whether the NN processing is allowed to cross a boundary between two slices, two tiles or two tile groups.
