Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may be configured to maintain multiple message buffers for storing public warning system (PWS) information. The UE may receive a first segment of public PWS information via a first cell, where the PWS information is associated with a geographical scope that includes the first cell. The UE may perform a cell change procedure from the first cell to a second cell different from the first cell, and may receive a second segment of the PWS information via the second cell. The UE may then store the first segment and the second segment within multiple message buffers based on the second cell being included within the geographical scope associated with the PWS information.

Abstract: Wireless communications systems and methods related to user equipment (UE) idle mode mobility in a wireless communication network are provided. A wireless communication device establishes a network session with a wireless communication network. The wireless communication device reselects a first cell for camping, wherein the first cell is associated with the wireless communication network. The wireless communication device monitors for first system information from the first cell. The wireless communication device reselects a second cell for camping in response to a failure to receive the first system information. The second cell is associated with the wireless communication network and different from the first cell. The wireless communication device maintains the network session during the reselecting the first cell for camping and the reselecting the second cell for camping.

Abstract: Methods, systems, and devices for wireless communication are described. For example, the described techniques provide for efficiently requesting all (or a threshold number of) system information (SI) messages that are on demand in a random access channel (RACH) procedure. In one example, a user equipment (UE) may transmit a request for all (or a threshold number of) SI messages in a radio resource control (RRC) connection request or message 3 RACH transmission even if the UE is configured with the option to request SI messages individually with one RACH resource per SI message. In another example, a UE may transmit a request for all (or a threshold number of) SI messages on an additional resource (e.g., RACH resource or other resource configured by a base station) when the UE is configured with the option to request SI messages individually with one RACH resource per SI message.

Abstract: A system and method of performing a handover include detecting an out of sync event while being connected to a current cell, determining whether a measurement report time-to-trigger signal is active, sending, in response to the detection of the out of sync even and the measurement report time-to-trigger signal being active, a first new measurement report and a first special cause flag prior to a next scheduled measurement report to the communication network, receiving a first list of one or more neighboring cells suitable for a handover, identifying a first neighboring cell from the first list for the handover, and attempting to perform the handover from the current cell to the first neighboring cell.

Abstract: Device-to-device operations are scheduled based on receive and transmit pools that may have a conflict in time domain. In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus for resolving time domain conflict in device-to-device communication are provided. The apparatus may compute a first block rate metric for a first device-to-device communication on a first frequency and a second block rate metric for a second device-to-device communication on a second frequency. The apparatus may detect a time-domain conflict between the first device-to-device communication on the first frequency and the second device-to-device communication on the second frequency. The apparatus may prioritize the first device-to-device communication on the first frequency and the second device-to-device communication on the second frequency based on the first block rate metric and the second block rate metric.

Abstract: Resource and power savings in internal data transfer in enhanced multimedia broadcast-multicast service (eMBMS) is disclosed herein which may include receiving, by a modem processor of a mobile device, data packets of a data object from a broadcast-multicast service. The modem processor may buffer the received data packets without forwarding the buffered data packets to an application processor associated with the modem processor. The modem processor may also determine an end of a segment of the data object. The segment may indicate a period during which the data object is scheduled to be received by the modem processor. The modem processor may forward, in a single data burst, the buffered data packets to the application processor before the end of the segment.

Abstract: Embodiments include systems and methods for managing access to receive chains of a multi-subscription multi-standby (MSMS) communication device. A device processor may determine a receive mode of the MSMS communication device. In response to determining that the receive mode is a diversity sharing mode, the device processor may determine a first subscription schedule and a second subscription schedule. Abstract: A method, an apparatus, and a computer program product for wireless communication are provided. The apparatus receives a request to receive a Multimedia Broadcast Multicast Service (MBMS) service associated with a service area identity (SAI) and a second frequency. The apparatus performs inter-frequency cell reselection from a first cell transmitting at a first frequency to a second cell transmitting at the second frequency, the second cell being an inter-frequency neighbor cell to the first cell. The apparatus receives system information from the second cell. The apparatus determines that the second cell transmitting at the second frequency is unassociated with the SAI based on the received system information. The apparatus blacklists the SAI on the second frequency in a blacklist for at least a period of time upon determining that the second cell is unassociated with the SAI.

Abstract: A method, an apparatus, and a computer-readable medium for wireless communication are provided. The apparatus may be a UE. The UE receives MBMS in an MBMS session from a base station. The UE determines a data receipt metric associated with data received during the MBMS subframes in the MBMS session. A portion of the MBMS subframes coincides with a measurement gap configured for inter-frequency or inter-RAT measurement. The UE determines whether the data receipt metric is in a first relationship with a first threshold. When the data receipt metric is in the first relationship with the first threshold, the UE refrains from receiving the data during at least the portion of the MBMS subframes that coincides with the measurement gap and performs the inter-frequency or inter-RAT measurement during the measurement gap when the data receipt metric is in the first relationship with the first threshold.
