Embodiments of the present invention provide a random access method which includes: obtaining, by a user equipment, first information, where the first information indicates that a subframe of a physical random access channel (PRACH) resource is a subframe available for use after a licensed-assisted access (LAA) cell successfully preempts a channel, and the PRACH resource is allocated by a first base station serving the LAA cell for user equipments to access the LAA cell in a random access procedure; receiving, by the user equipment, a first indication sent by the first base station, where the first indication indicates that the LAA cell has successfully preempted a channel; and initiating, by the user equipment, the random access procedure according to the first information after receiving the first indication.

A method includes the following. A first communications device obtains an ith data packet, divides the ith data packet into N data blocks, performs fountain-code encoding on the N data blocks to generate K fountain-code codewords, generates K protocol data units (PDUs) based on the K fountain-code codewords, and sends the K PDUs to a second communications device; and after the first communications device receives first acknowledgement information sent by the second communications device, the first communications device stops, based on the first acknowledgement information, sending a to-be-sent PDU in the K PDUs to the second communications device.

Embodiments of the present invention disclose a method, an apparatus, and a system for transmission control of multimedia broadcast multicast data. The method includes: according to a reference time, determining a scheduling period of suspending or resuming sending MBMS service data; and suspending or resuming sending the MBMS service data in the determined scheduling period. According to the embodiments of the present invention, transmission control of the MBMS service data by a base station can be realized, which facilitates each base station in the same MBSFA range synchronously suspending or resuming sending the MBMS service data of the same service, thereby facilitating reducing interferences in the service.

The method includes: receiving, by a first base station, a power headroom report PHR sent by a terminal, where the PHR includes: power headroom PH of the terminal in a serving cell provided by the first base station, a quantity of physical resource blocks PRBs allocated by a second base station to the terminal in a serving cell provided by the second base station, and PH of the terminal in the serving cell provided by the second base station, and controlling, by the first base station according to the PHR, transmit power of the terminal in the serving cell provided by the first base station.

The method includes: when user equipment determines that a base station has released an unlicensed spectrum, monitoring, by the user equipment, release time for which the unlicensed spectrum is released a release time for which the unlicensed spectrum is released; when the release time does not exceed a time threshold, pausing, by the user equipment, a data processing process attached to the unlicensed spectrum, and resuming the data processing process after the base station re-acquires the unlicensed spectrum; and when the release time exceeds the time threshold, terminating, by the user equipment, the data processing process attached to the unlicensed spectrum, and selecting a licensed spectrum to start a new data processing process, or after the base station re-acquires the unlicensed spectrum, starting a new data processing process.

A method, device and system are used for transmitting a Multimedia Broadcast Multicast Service (MBMS). The method includes sending, by a first base station, a service identifier of a MBMS that needs to be received by a user equipment in a coverage area of the first base station to a gateway. The first base station receives a data packet of the MBMS and a synchronization control packet on a first multicast channel which are sent by the gateway. The first multicast channel is a multicast channel where the MBMS is located.

Embodiments disclose a cell status changing method. The method includes receiving, by user equipment, a first indication sent by a master base station, where the first indication is used to indicate a status change of a first cell of the master base station or a status change of a second cell of a secondary base station; and performing activation on the first cell or the second cell according to the first indication, or performing deactivation on the first cell or the second cell according to the first indication. In embodiments, both the master base station and the secondary base station serve the UE and undergo carrier aggregation, and the UE may obtain, by using the received first indication sent by the master base station, an active state or an inactive state of a serving cell that belongs to a base station that serves the UE.
