Abstract: Disclosed are techniques for positioning a user equipment (UE). In an aspect, a location server receives a first propagation time measurement and a first plurality of OTDOA RSTD measurements from a first UE at a first time, receives a second propagation time measurement and a second plurality of OTDOA RSTD measurements from a second UE at a second time, determines at least one real-time difference between a pair of base stations based on the first and second propagation time measurements and the first and second pluralities of OTDOA RSTD measurements, wherein the pair of base stations is associated with the first and second pluralities of OTDOA RSTD measurements, receives a third plurality of OTDOA RSTD measurements from a third UE at a third time, and determines a position of the third UE based at least in part on the at least one real-time difference between the pair of base stations.

Abstract: Disclosed are techniques for determining round-trip times (RTTs) between a user equipment (UE) and multiple base stations. In an aspect, the UE transmits an RTT measurement signal whose arrival time is measured by each of the base stations, and each of the base stations returns an RTT response signal whose arrival times are measured by the UE. In another aspect, the base stations each transmit an RTT measurement signal and the UE returns an RTT response signal. The receiver of the RTT measurement signal may include the measured arrival time in a payload of the RTT Response signal. Alternatively, the measured arrival time(s) of the RTT Measurement signal(s) and the transmission time(s) of the RTT Response signal(s) are sent in a separate message. The RTT signals can be wideband signals using low reuse resources.

Abstract: Techniques for supporting a control plane solution for location services and positioning are described. In an aspect, an Evolved Serving Mobile Location Center (E-SMLC) may communicate with a Mobility Management Entity (MME) to support location services and positioning for a UE. In one design, the E-SMLC may receive a location request from the MME, perform a positioning procedure with the UE in response to the location request, and send a location response to the MME after completing the positioning procedure. For a UE-assisted or UE-based positioning procedure, the E-SMLC may send a downlink positioning message to the UE via the MME and may receive an uplink positioning message from the UE via the MME. For a network-based positioning procedure, the E-SMLC may send a network positioning request message to an eNB via the MME and may receive a network positioning response message from the eNB via the MME.

Abstract: Methods and apparatuses for providing support for location and emergency calls for an over-the-top (OTT) service provider (SP) are disclosed. An access network node receives a first message from a UE, determines a location reference for the UE, and sends a second message including the location reference to the UE. The access network node may determine the location reference itself on behalf of a location server or may request the location server to assign and return the location reference. The access network node may serve as a proxy and avoid interaction between the UE and the location server. The location server may later receive a location request for the UE from a network entity wherein the location request includes the location reference. The location server may locate the UE using the location reference and return the UE location to the network entity.

Abstract: Techniques for providing uncompensated barometric pressure (UBP) to a Public Safety Answering Point (PSAP) are disclosed. An example of an apparatus for providing UBP between a user equipment (UE) and the PSAP includes a location server and a gateway. The location server is configured to receive an uncompensated barometric pressure (UBP) from the UE, generate a civic or a geographic location record containing the UBP, and provide the civic or geographic location record containing the UBP to the gateway. The gateway is configured to receive the civic or geographic location record containing the UBP from the location server and either transfer the civic location record containing the UBP to the PSAP or extract the UBP from the civic or geographic location record, and provide the UBP separately to the PSAP.
