    Abstract: The present invention relates to the field of mobile communications, and provides a downlink data transmission method, a base station, and a user equipment. The method includes: assigning, by a base station, a first downlink data channel resource to N user equipments UEs, where N is an integer greater than 1; assigning, by the base station, a first downlink control channel resource to the N UEs; and sending, by the base station, first data on the first downlink data channel resource, and sending first scheduling control signaling on the first downlink control channel resource, where the first scheduling control signaling is used to notify the N UEs of the first downlink data channel resource, so that the N UEs receive the first data on the first downlink data channel resource.
