Abstract: A method of wireless communication by a user equipment (UE) calculates a propagation delay for sending a message from the UE to a network node, such as a base station, via non-terrestrial communications. The method sends a random access preamble to the base station while accounting for the calculated propagation delay. The method starts a random access response (RAR) window at a first physical downlink control channel (PDCCH) occasion after twice the calculated propagation delay from sending the random access preamble. The method receives a random access response (RAR) message from the base station during the RAR window. The RAR message includes an uplink grant indicating an uplink shared channel resource. Further, the method sends an uplink message to arrive during the uplink shared channel resource while accounting for the calculated propagation delay.

Abstract: Methods, systems, and devices for wireless communications are described. Described techniques provide for mitigating error in time or frequency adjustments for preambles of a random access procedure. A user equipment may use one value for the adjustment when transmitting data to a non-terrestrial network, but then transmit the preamble of a random access procedure according to a preamble-specific time or frequency adjustment based on one or more indications received from the network (e.g., rather than resetting the adjustment to “0”). By using some signaled value for the preamble-specific timing or frequency adjustment rather than resetting the adjustment to “0,” preamble reception performance may be maintained or improved with as many or fewer position measurements for the UE or non-terrestrial network entity.

Abstract: Methods, systems, and devices for wireless communications are described in which UEs may communicate with satellites and base stations or gateways in a non-terrestrial network (NTN). Due to the large distances between transmitting devices and receiving devices in a NTN, timing adjustments to account for propagation delay communications links via a satellite may include a propagation delay between a UE and a satellite, a propagation delay between a base station and a satellite, as well as a variation in the propagation delays due to movement of the satellite. In accordance with various techniques discussed herein, a UE may account for variation in propagation delay, in addition to determined propagation delay, when determining an uplink timing for uplink communications via a satellite.

Abstract: Power control in new radio (NR)-to-NR dual connectivity communications is disclosed. A UE, compatible for NR-to-NR dual connectivity, may receive a transmit power configuration and a power allocation configuration. The transmit power configuration identifies the designated reserved power for each of the cell groups participating in the dual connectivity communication. The power allocation configuration identifies to the UE whether to operate access to excess transmission power by either mode 1 rules, which may introduce phase discontinuity into ongoing transmissions, or mode 2 rules, which use a look-ahead functionality to trigger joint determination and allocation of transmission power among known uplink transmissions over a given transmission duration. After the determined transmission power allocation has been made, the UE transmits the dual connectivity transmissions according to the determined power.

Abstract: A UE may receive, from at least one cell via at least one bit in a MIB or a SIB, a barring indication based on a supported network of the at least one cell and a supported network of the UE. The supported network of the at least one cell may correspond to a TN or an NTN, and the supported network of the UE may correspond to a TN or an NTN. The UE may skip, based on the received barring indication, a selection of the at least one cell for communication. Accordingly, the UE may not camp on the at least one cell. The barring indication for NTN-supporting UEs and for TN-supporting UEs may be separately indicated via the MIB or the SIB.

In some aspects, a user equipment (UE) may transmit a report of a maximum transport block size supported by the UE for if hybrid automatic repeat request (HARQ) feedback is enabled and a maximum transport block size for is HARQ is disabled. The UE may receive, based at least in part on transmitting the report, one or more transport blocks that have a transport block size that does not exceed the maximum transport block sizes supported by the UE. In some aspects, the UE may receive an indication of a length of a span for receiving a set of bits from channel encoder output for a transport block or a redundancy version of a transport block. Abstract: User equipment associated with a legacy network may utilize a bottom-to-top search technique to identify relevant control channel samples. Generating a control channel that is configured for the bottom-to-top search technique may lead to poor performance in a single-carrier waveform, which may be disadvantageous as networks move toward New Radio. In some aspects, described herein, a base station generates a control channel that is configured to minimize gaps in the control channel, and a user equipment performs a top-to-bottom search technique to identify relevant control channel samples. By using the top-to-bottom search technique, degradation of single-carrier waveforms is reduced and efficiency is improved.

Abstract: Various aspects relate to adjusting communication timing in response to a switch from one feeder link to another feeder link in a non-terrestrial network. For example, when a satellite moves out of the coverage area of a first ground network entity (or if the first ground network entity is turned off), the satellite switches to a second ground network entity. The resulting switch from a first feeder link for the first ground network entity to a second feeder link for the second ground network entity may cause a timing glitch that adversely affects the UEs under the coverage of the satellite. The disclosure relates in some aspects to sending an indication of the switch and/or a common timing adjust command to all of the UEs affected by the feeder link switch.

Abstract: Methods, systems, and devices for wireless communications are described in which random access preambles may be designed to provide for relatively low inter-carrier interference (ICI) of adjacent available frequency resources in a non-terrestrial network (NTN). Random access preambles for NTN random access requests may be selected from a first set of random access preambles that are different from a second set of random access preambles for terrestrial random access requests. The first set of random access preambles may be a subset of the second set of random access preambles. The first set of random access preambles may be provided for contention-based random access (CBRA) and contention-free random access (CFRA) preambles may be configured by a base station from random access preambles that correspond to or are different from the second set of random access preambles.
