Abstract: Aspects of the present disclosure describe receiving paging messages in wireless communications. A user equipment (UE) can receive one or more parameters for descrambling non-cell specific paging messages. The UE can receive, from one or multiple base stations, a non-cell specific paging message. The UE can descramble the non-cell specific paging message based at least in part on the one or more parameters.

Abstract: Systems and techniques are disclosed to reduce workload on base stations in a mobile network when content delivery networks cache content inside the network. A user equipment sets a flag only with those packets on the uplink which include requests that should be routed to the cache server inside the mobile network. The base stations perform deep packet inspection of those packets where flags have been set and forward other packets on to the rest of the relevant backhaul of the mobile network. After deep packet inspection, the base stations either route the packet to the cache server via an established connection or propagate the flag in an extension header to another network node for routing to the cache server. The resulting content is returned to the UE with the source address of the originally intended destination instead of the cache server, rendering the process transparent to the end user.

Abstract: Methods, systems, and devices for wireless communications are described. A first base station may identify that the first base station is a secondary node for a user equipment (UE) operating in a dual connectivity deployment, where the UE is in a radio resource control (RRC) inactive state. The first base station may receive, from the UE, a request to resume communications with the first base station and a second base station that is a master node in the dual connectivity deployment. The first base station may verify the UE using an access stratum context associated with the UE, and resume communications with the UE based at least in part on the request and the access stratum context. The first base station may resume communications as a secondary node or as a master node. In some cases, the UE may resume communications without entering an RRC idle state.

Abstract: Certain aspects of the present disclosure provide techniques for an on-demand measurement gap for inter-frequency radio resource management (RRM) measurements. A method for wireless communications by a base station (BS) includes configuring a user equipment (UE) in the serving cell for measurement of target cell (s) and with an on-demand measurement gap configuration for measuring the target cell (s). Neighbor cells in a same frequency can coordinate to align synchronization signal block (SSB) or channel state information reference signal (CSI-RS) transmission and provide timing information of the aligned SSB or CSI-RS transmission to a cell in a different frequency. A method by a UE includes receiving an on-demand measurement gap configuration from a serving cell co and measuring target cell (s) based on the measurement gap configuration.

Abstract: Methods, systems, and devices for wireless communication are described. Generally, the described techniques provide for efficiently performing measurements and other functions in preparation for communicating with a base station on a secondary cell (SCell). In particular, a user equipment (UE) may switch to a certain bandwidth part (BWP) (e.g., a dormant BWP) on an SCell when the SCell is deactivated, and the UE may perform the appropriate measurements and functions on this BWP (e.g., based on reference signals received on this BWP). In some cases, the UE may determine to switch to the BWP for performing the appropriate measurements and functions based on an inactivity timer expiring or based on an indication from a base station (e.g., on a primary cell (PCell)). Accordingly, once the UE activates the SCell for communications with a base station, the latency associated with preparing for communicating on the SCell may be reduced.

Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) measure and report cell measurements for neighboring cells to assist the wireless network with handover decisions. In some cases, the UE may be configured to report beam-level measurements for just a subset of neighboring cells instead of each neighboring cell. For example, the UE may measure, or report beam measurements for a subset of the neighboring cells which meet configured criteria or are included in a subset of cells configured by the serving cell. Techniques for configuring and maintaining the subset of cells are described herein. For example, the cells in the subset may be configured by the UE or the serving cell of UE. A cell may also be removed from the subset if the cell does not continue to meet criteria for being included in the subset.

In some aspects, a user equipment (UE) may determine a set of cell quality measurements for a set of candidate target cells. Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may transition from a connected state with a first cell to an inactive state and identify a notification area configured for the inactive state including the first cell. The UE may reselect, while in the inactive state and independently of the first cell, to a second cell and identify a trigger for reporting mobility history information. The mobility history information may include a set of previously cells to which the UE has previously attached and corresponding notification areas for each of the set of cells. The UE may report the mobility history information based on the trigger.
