Abstract: A method of wireless communication by a UE includes receiving an indication information; determining, based on the indication information, whether a connection of the UE is authorized to be offloaded from a first channel to a second channel; determining, when the connection is not authorized to be offloaded, whether there is an ongoing handover procedure to offload the connection of the UE from the first channel to the second channel or whether the indication information is received in a message corresponding to a request to deactivate a default evolved packet system (EPS) bearer of the connection of the UE. The method further includes disregarding the indication information when the connection is not authorized to be offloaded and it is determined that either there is an ongoing handover procedure to offload the connection of the UE from the first channel to the second channel or the message corresponds to a request to deactivate a default EPS bearer of the connection.

Abstract: Techniques for managing access combinations for multiple access protocol data unit (PDU) sessions are described. A communication device may receive control signaling indicating a configuration for a multiple access PDU session associated with a plurality of access links. The plurality of access links may be associated with a first type of access, a second type of access, or a combination thereof. Abstract: Methods, systems, and devices for wireless communications are described. A user equipment, UE, may identify (305) that the UE is not connected with a first network to which the UE subscribes, and identify a fallback configuration (310). The UE may determine (315), based on the fallback configuration, a second network of one or more other networks with which the UE is to connect. The UE may attempt (320) to connect with the second network based on the fallback configuration and the UE not being connected with the first network. In some cases, a base station of a network may establish a connection with UEs based on receiving registration messages from the UEs in response to transmitting an indication that the network is available as a fallback network, identify a congestion level of the network and switch to a non-subscriber rejection mode in which the base station rejects connection with non-subscriber UEs.

Abstract: Apparatus, methods, and computer-readable media for facilitating sleep mechanisms for read-only mode devices in a dedicated carrier are disclosed herein. Abstract: Methods, systems, and devices for wireless communications are described. A base station may configure an outer coded block which a user equipment (UE) may implement to recover an unsuccessfully decoded transmission. The base station may send, to the UE, downlink control information (DCI) indicating an outer coding scheme for the group of data blocks (e.g., a first data block and a second data block). The UE may monitor for the data blocks and the outer coded block. The UE may decode the data blocks based on the outer coded block and the outer coding scheme. In some examples, the outer code block may be made up of a combination of the first and second data blocks. The UE may use the combination of the outer coded block and one of the data blocks to decode an unsuccessfully decode data block.
