    Abstract: Techniques discussed herein can facilitate measurement gap configuration and/or determination of activation or deactivation delays for NR (New Radio) UEs (User Equipments). A first set of aspects can involve coordination of measurement gap configuration for a UE between a MN (Master Node) and SN (Secondary Node). A second set of aspects can involve estimation of timing for activation and/or deactivation of SCell(s) (Secondary Cell(s)) in DC (Dual Connectivity) scenarios. Various embodiments can employ techniques of the first set of aspects and/or the second set of aspects.

    Abstract: A network device such as an evolved NodeB (eNB) or next generation NodeB (gNB) can configure a set of user equipment (UE) to identify high speed train (HST) cell or high speed rail (HSR) dedicated longer term evolution (LTE) (HSDN) cells associated with a train or train station from a public LTE network. A UE can perform selection/reselection/handover operations to the HST LTE network cells with a higher priority based on various criteria, including a high mobility state of the UE, a marker, a cell ID, a measurement report comparison, or a location. Mobility state estimation of an HSDN cell can be based on a weight broadcast in a system information or system information block (SIB) of HSDN cell. A network load can further be considered in order to better serve high speed rail network conditions for users.

    Abstract: An apparatus of a user equipment (UE) can include processing circuitry configured to encode capability information for transmission within a serving cell of an evolved Node-B (eNB), the capability information indicating the UE supports per UE network controlled small gap (NCSG) operation. A request message is encoded to request a per UE NCSG on a first frequency associated with the serving cell. Configuration information received in response to the request message can be decoded, the configuration information including a NCSG configuration for the NCSG on the first frequency. Measurements can be performed on a second frequency during a measurement gap, the measurement gap configured based on the NCSG configuration. A network message is decoded in response to the capability information, the network message including an indication of the request message for requesting the per UE NCSG on the first frequency.

    Abstract: Apparatuses of wireless communication devices are disclosed. An apparatus of a user equipment includes one or more processors configured to start a first timer responsive to detection of a Radio Link (RL) failure, start a second timer and trigger a beam recovery procedure one or more times responsive to expiry of the first timer if RL recovery is not detected, and start a third timer and attempt to find a suitable cell for Radio Resource Control (RRC) connection reestablishment responsive to one or more expiries of the second timer if RL recovery fails. The one or more processors are also configured to go to an RRC idle or inactive state responsive to expiry of the third timer if a suitable cell for RRC connection reestablishment is not found.

    Abstract: Beamforming measurement techniques based on PSS/SSS are disclosed. An apparatus of a user equipment (UE) can include processing circuitry configured to decode a configuration message from a source serving cell, the configuration message indicating signal selection criteria for cell measurement reporting. A synchronization signal (SS) burst set associated with one or more transmission/reception points (TRPs) within a neighboring cell is decoded, the SS burst set including a plurality of SS blocks. A cell beamforming measurement signal associated with the neighboring cell is generated, based on signal measurements of the SS blocks and the signal selection criteria. A radio resource management (RRM) measurement report message is encoded for transmission to the serving cell, the measurement report message including the cell beamforming measurement signal. A handover command message for initiating a handover to the neighboring cell is decoded, the handover command based on the cell beamforming measurement signal.
