    Abstract: Various techniques for enhanced support of stream adaptation and splicing based on clean random access (CRA) pictures are described. Instead of using a flag in the slice header to indicate that a broken link picture is present, a distinct network abstraction layer (NAL) unit type can be used to indicate the presence of a broken link picture. In some implementations, a first distinct NAL unit type may be used to indicate the presence of a broken link picture with leading pictures, while a second distinct NAL unit type indicates the presence of a broken link picture without leading pictures. In some implementations, a third distinct NAL unit type may be used to indicate the presence of a broken link picture with decodable leading pictures.

    Abstract: Systems, methods, and devices for processing video data are disclosed. Some examples receive a slice of a current picture to be decoded for a sequence of video data. These examples may also receive, in a slice header of the slice, at least one entropy coded syntax element and at least one non-entropy coded syntax element, wherein the non-entropy coded syntax element is before the entropy coded syntax element in the slice header and indicates whether pictures prior to the current picture in decoding order are to be emptied from a decode picture buffer without being output. They may decode the slice based on the non-entropy coded syntax element.

    Abstract: An apparatus for coding video information according to certain aspects includes a processor configured to determine a value of a flag associated with a current picture of a current layer to be decoded, the flag indicating whether pictures in a decoded picture buffer (DPB) should be output, wherein the current picture is an intra random access point (TRAP) picture that starts a new coded video sequence (CVS) and wherein the determination of the value of the flag is based on at least one of: (1) the chroma format of the current picture and the chroma format of the preceding picture, (2) the bit depth of the luma samples of the current picture and the bit depth of the luma samples of the preceding picture, or (3) the bit depth of the chroma samples of the current picture and the bit depth of the chroma samples of the preceding picture.

    Abstract: In general, the disclosure to techniques for regional random access within a picture of video data. For example, a video coding device receives a plurality of pictures in a coding order. Each respective picture of the plurality of pictures comprises a plurality of regions. For a first region in a first picture of the plurality of pictures, the video coding device determines that the first region is codable independent from each other region of the first picture and from a first region in a second picture preceding the first picture in the coding order and, responsive to making such a determination, determine that the first region in the first picture has random accessibility. The video coding device codes each video block in the first region independent from any video blocks outside of the first region.
