Abstract: Methods, systems, and devices for wireless communication are described. In one example, an aerial user equipment (UE) may receive an indication of a priority for cell selection for aerial UEs from each cell in a set of cells and may select a cell from the set of cells based on the priority of each cell in the set of cells. In another example, an aerial UE may connect to a network available to aerial UEs and non-aerial UEs for auxiliary communications, when appropriate. In yet another example, when an aerial UE transitions to a new mission status, the aerial UE may transmit a tracking area update (TAU) if the aerial UE is connected to a cell in a tracking area that does not support the new mission status. In yet another example, a base station may page an aerial UE based on a mission status of the aerial UE.

Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may transmit, to a base station, a first physical uplink shared channel (PUSCH) using one or more physical layer (PHY) parameters associated with a first block error rate (BLER) target performance. The UE may receive, from the base station prior to expiration of a round trip timer associated with the first PUSCH, downlink control information (DCI) scheduling a second PUSCH and configuring one or more PHY parameters associated with a second BLER target performance. The UE may transmit, to the base station, the second PUSCH using the PHY parameter(s) associated with the second BLER target performance, wherein the second PUSCH includes a retransmission of the first PUSCH or a new transmission based at least in part on a hybrid automatic repeat request process indicated in the DCI. Numerous other aspects are described.

Abstract: Various aspects described herein relate to dynamically controlling a time when random access initiated in a target cell of a non-terrestrial network. For example, when a user equipment (UE) detects an event that triggers a random access procedure in the target cell, the UE may monitor a control channel from the target cell for a control signal during a target cell monitoring window prior to initiating random access in the target cell. For example, the control signal may include a dynamic indication to identify UEs allowed to initiate random access, whereby a UE is not permitted to autonomously start contention-based random access in the target cell during the target cell monitoring window unless the UE has received the control signal. In this way, the target cell may regulate a rate at which UEs initiate the RACH procedure in order to manage congestion in the target cell.

Abstract: Methods, systems, and devices for wireless communications are described that support techniques for wireless communications using preconfigured uplink resources. Generally, the described techniques provide for enhancement of communication features including frequency hopping, an uplink control channel, coverage enhancement, timing advance, uplink power control, reconfiguration, a downlink control channel, a downlink data channel, retransmissions, or subcarrier spacing for a UE in idle mode. The UE may receive an uplink resource configuration for uplink communications in idle mode, the uplink resource configuration comprising an indicator associated with allocated resources for the uplink communications in idle mode and a set of parameters. The UE may transmit, while in idle mode, a first uplink transmission associated with a transport block on the allocated resources and according to one or more of the parameters, and monitor for a response to the first uplink transmission.

Abstract: Methods, systems, and devices for wireless communications are described. In a wireless communications system, a base station may transmit an indication of a pre-compensation timing value for transmission of a random access message by an aerial user equipment (UE), the random access message part of a random access procedure between the base station and the aerial UE when the aerial UE is in a connected state. The pre-compensation timing value may be based on a location of the aerial UE. In some examples, the base station may monitor a set of random access resources associated with the pre-compensation timing value and the aerial UE for the random access message, and the aerial UE may transmit the random access message using a first random access resource of a set of random access resources associated with the pre-compensation timing value and the aerial UE.

Abstract: Wireless communications systems and methods related to acknowledgement/negative-acknowledgement (ACK/NACK) feedback operations for multicast communications are provided. A first user equipment (UE) receives, from a base station (BS), a multicast feedback configuration indicating a first resource configuration for a negative-acknowledgement (NACK) feedback mode; and a second resource configuration for an acknowledgement/negative-acknowledgement (ACK/NACK) feedback mode. The first UE receives, from the BS, a first multicast communication. The first UE transmits, to the BS, a NACK feedback for the first multicast communication based on the first resource configuration. The first UE receives, from the BS, a second multicast communication. The first UE transmits, to the BS, an ACK feedback or a NACK feedback for the second multicast communication based on the second resource configuration.

Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) may truncate or remove a number of bits from its UE identity based on identity truncating information to generate a truncated UE identity. The truncated UE identity can be transmitted by eMTC devices to a base station in an RRC connection request, and can be used by the base station to determine which core network entity stores the UE's capabilities. In some implementations, the UE may truncate or remove a number of bits from the 48-bit 5G-S-TMSI based on the identity truncating information to generate a 40-bit truncated 5G-S-TMSI that can be transmitted by an eMTC device to the base station in the RRC connection request and yet still provide the base station with enough information to determine which AMF stores the UE context.

Abstract: Methods, systems, and devices for wireless communication are described. A communication device, such as a user equipment (UE) may transmit, to a base station of a non-terrestrial network, a random access request message associated with a random access procedure using a transport block size (TBS) and a power control specified for the random access request message (e.g., a payload of the random access request message) for the random access procedure. The random access request message including a random access preamble and a random access payload carrying a buffer status report (BSR) or uplink data, or both. The UE may then monitor a response window based at least in part on transmitting the random access request message. The UE may receive, from the base station of the non-terrestrial network, a response message of the random access procedure during the response window.
