Abstract: A method and apparatus for processing transform blocks of video data performed by a video encoder or a video decoder are disclosed. A plurality of quantization matrix sets are determined, where each quantization matrix set includes one or more quantization matrices corresponding to different block types. For a transform block corresponding to a current block in a current picture, a selected quantization matrix set is determined from the plurality of quantization matrix sets for the transform block. Quantization process or de-quantization process is applied to the transform block using a corresponding quantization matrix from the selected quantization matrix set.

Abstract: Methods and apparatus for video coding are disclosed. According to one method, a bitstream is generated or received, where the bitstream includes a first syntax and a second syntax. The first syntax is related to a target number of bits used to represent a set of third syntaxes and each third syntax specifies one subpicture ID for one subpicture in a set of subpictures. The second syntax is related to a total number of subpictures in the set of subpicture, where a first number that can be represented by the target number of bits is equal to or greater than the total number of subpictures. According to another method, the subpicture ID syntaxes have different values for different subpictures.

Abstract: Method and apparatus for encoding and decoding prediction residues in a video coding system also disclosed. At the decoder side, a Rice parameter for the target transform coefficient is determined based on a local sum of absolute levels of neighboring transform coefficients of the target transform coefficient. A dependent quantization state is determined and a zero-position variable is determined based on the dependent quantization state and the Rice parameter. One or more coded bits associated with a first syntax element for the target transform coefficient in a transform block are parsed and decoded using one or more codes including a Golomb-Rice code with the Rice parameter, where the first syntax element corresponds to a modified absolute level value of the target transform coefficient. An absolute level value of the target transform coefficient is derived according to the zero-position variable and the first syntax element.

Abstract: A picture defined in video data is partitioned into blocks that include a luminance (luma) transform block and a chrominance (chroma) transform block. One or more constraints pertaining to the picture are determined from high-level syntax elements and transform skipping of one of both of the luma transform block and the chroma transform block is disallowed if the constraints are not met. The video data are encoded in a bitstream along with an indication that the transform of the luma transform block or the chroma transform block is skipped in response to the transform being skipped.

A set of jointly predicted coefficient signs associated with a set of selected transform coefficients is determined where a total number of the set of jointly predicted coefficient signs is equal to or smaller than the maximum number. Joint sign prediction for the set of jointly predicted coefficient signs is determined by selecting one hypothesis from a group of hypotheses corresponding to combinations of the set of jointly predicted coefficient signs that achieves a minimum cost.

Abstract: A method and apparatus for video coding using block partition are disclosed. According to the present invention, a partition structure corresponding to recursively partitioning a current block into smaller TU (transform unit) blocks until the partition structure reaches a maximum allowed split depth or until a block size of at least one of smaller TU blocks is a supported core transform size, where the current block is partitioned into final smaller TU blocks according to the partition structure. A transform coding process is applied to the current block according to the partition structure, where the transform coding process is skipped for at least one of the final smaller TU blocks. A flag can be signalled for the current block to indicate whether the current block is allowed to skip the transform coding process for said at least one of the final smaller TU blocks.
