Abstract: A video decoder may be configured to determine that a block of video data is coded using an intra prediction mode with position dependent intra prediction combination (PDPC); in response to the intra prediction mode being a particular intra prediction mode, apply a first filter to a first sample in a first reference line to obtain a first PDPC reference sample value; in response to the intra prediction mode being the particular intra prediction mode, apply a second filter to a second sample in a second reference line to obtain a second PDPC reference sample value; determine a predicted reference sample value based on the intra prediction mode; predict a sample of the block of video data based on the predicted reference sample value, the first PDPC reference sample value, and the second PDPC reference sample value.

Abstract: An apparatus for coding video information according to certain aspects includes a memory and a processor configured to: determine a value of a first flag indicative of whether preceding pictures that precede a current picture in a current layer in decoding order are used for temporal motion vector prediction (TMVP) of subsequent pictures that follow the current picture in the current layer in decoding order, the first flag associated with the current picture; and refrain from using the preceding pictures in the current layer as reference pictures for TMVP of the current picture, in response to determining that the value of the first flag indicates that the preceding pictures in the current layer should not be used for TMVP of the subsequent pictures in the current layer.

Abstract: Techniques and systems are provided for encoding video data. For example, a method of encoding video data includes generating an encoded video bitstream including multiple layers. The encoded video bitstream includes one or more sequence parameter sets and a video parameter set. The method further includes generating, according to a constraint, one or more representation format parameters for a sequence parameter set assigned to a base layer of the encoded video bitstream. The constraint limits values of the one or more representation format parameters in the sequence parameter set to be less than or equal to values of corresponding representation format parameters that are assigned to the base layer in the video parameter set.

For example, a method of decoding video data includes obtaining an encoded video bitstream comprising one or more layer sets and one or more additional layer sets. The encoded video bitstream includes a video parameter set defining parameters of the encoded video bitstream. The one or more layer sets are defined in a base part of the video parameter set, and the one or more additional layer sets are defined in an extension part of the video parameter set. The method further includes decoding one or more syntax elements from the video parameter set. The one or more syntax elements include rate information for the one or more layer sets defined in the base part of the video parameter set and for the one or more additional layer sets defined in the extension part of the video parameter set.

Abstract: An apparatus configured to code video information includes a memory unit and a processor in communication with the memory unit. The memory unit is configured to store video information associated with a first video layer having a first picture in a first access unit. The processor is configured to determine whether the first picture in the first access unit is an intra random access point (IRAP) picture, and in response to determining that the first picture in the first access unit is an IRAP picture, provide an indication, in a bitstream, to reset a picture order count (POC) of at least one other picture in the first access unit, wherein the at least one other picture is not an IRAP picture. The processor may encode or decode the video information.

Dynamic range adjustment (DRA) parameters may be applied to video data in accordance with one or more aspects of this disclosure in order to make better use of an HDR/WCG color representation, and may include the use of global offset values, as well as local scale and offset values for partitions of color component values.

Abstract: In one example, a device for processing decoded video data a video decoder implemented by one or more hardware-based processing units comprising digital logic circuitry, and a postprocessing unit implemented by one or more hardware-based processing units comprising digital logic circuitry. The video decoder is configured to decode video data of a video bitsream according to a video coding standard, extract HDR postprocessing data from an SEI message of the video bitstream, and provide the decoded video data and the HDR postprocessing data to the postprocessing unit. The postprocessing unit is configured to process the decoded video data using the HDR postprocessing data according to the video coding standard. The device may additionally determine whether the video decoder is compliant with the video coding standard by comparing the processed video data with reference processed video data.

Abstract: A video processing device obtains a data stream comprising a plurality of elementary streams and a High Efficiency Video Coding (HEVC) timing and Hypothetical Reference Decoder (HRD) descriptor. The HEVC timing and HRD descriptor comprises a target schedule index syntax element indicating an index of a delivery schedule. The video processing device may identify, based on a set of parameters, a syntax element in an array of syntax elements in a video parameter set (VPS). The set of parameters may comprise a parameter having a value equal to a value of the target schedule index syntax element. The video processing device may identify, based on an index specified by the identified syntax element, a particular HRD parameters syntax structure in a plurality of HRD parameters syntax structures as being applicable to a particular elementary stream.
