A device receives ordered call routing lists, receives information about a call, from an originating location, to a terminating location of a network, and determines a jurisdictional index for the call based on the originating and terminating locations and based on jurisdiction definitions of carriers associated with the network. The device also selects a route list from the ordered call routing lists based on the determined jurisdictional index and based on the terminating location, selects a route from the selected route list, and provides routing instructions to network elements associated with the selected route, where the call is routed to the terminating location via the selected route and based on the routing instructions.

In a system of the type in which for call setup each circuit segment is selected from available circuit segments, at least one circuit segment is permanently reserved on each trunk between nodes needed to set up circuits for particular calls to or from preferred users, and circuit segments are dynamically allocated from the reserved segments for setting up a circuit from the terminal of one user who has a preferred user attribute for particular calls in the event of a call set-up request by one of the users in respect of a call for which he has been granted a preferred user attribute.

The nodal resource manager receives resource requests and allocates resources to the service processing function in response to resource requests. The nodal resource manager maintains a resource database that includes an entry corresponding to each network resource managed by the nodal resource manager.

In a communication network in which nodes are interconnected by links, all possible routes between a source node and a destination node are determined such that each of the routes is formed of at least one of the links. A total cost of each of the routes is determined by summing the costs of the links of each route. The total costs of the routes are then modified according to priority of these routes and the modified total costs are stored into a memory. In response to a connection request from a user terminal, the memory is searched and a least cost route is selected. A connection request is then sent from the source node along the selected route. If a connection is not established by the connection request, a search is made again through the memory for selecting a least cost route by excluding the route previously selected and a connection request is sent again from the source node along the selected route.

A communications network is arranged so that an external switching office is connected to the network via multiple ingress/egress nodes such that an originating node which receives a call destined for the external office may route the call through the network to one of the ingress/egress nodes in accordance with a particular class (type) of routing specified in one of a number of routing treatments. Such routing treatments are associated with the external office and at least identify respective ones of the ingress/egress nodes connected to the external office.
