A method and apparatus for task-based allocation of services at an incident scene include determining assignments for a plurality of users at the incident scene, each of the plurality of users comprising a mobile device; identifying a group of the plurality of users performing a similar function near one another or at a same area; determining if the group is likely to be separated from a wireless local area network at the incident scene; and, in response to determining that the group is likely to be separated from the local area network, allocating service instances on at least one mobile device associated with the group.

A method and apparatus for spatial Quality of Service (QoS) in a wireless network include determining a relative or absolute location of target devices receiving or requesting a same media stream; determining a group of the target devices within a given proximity of one another utilizing resources from the same wireless access network; for each target device in the group while the resources remain in the wireless network: determining a target device based on relative spatial distance to other target devices in the group with prioritized reception of the media stream; and granting the determined target device prioritized reception of the media stream.

A method and device to provide receiver perspective for mobile streaming video is provided. In one aspect, an example method includes receiving, by a video receiver device, an encoded video stream transmitted over a wireless communications link. The method includes decoding the encoded video stream. The method further includes generating a decoding log. The decoding log stores metadata associated with the decoding. The method further includes signing the decoding log. The method further includes sending the signed decoding log to a Digital Evidence Management System (DEMS) for storage.
Abstract:
A policy determination function (PDF) makes policy and charging control decisions based on radio spectrum blocks. More particularly, the PDF: receives radio spectrum block data via an interface; and determines, using the radio spectrum block data, a first radio spectrum block for use during a session for a subscriber, wherein the first radio spectrum block is one of a plurality of radio spectrum blocks, and wherein the subscriber has a unique set of policy and charging control (PCC) rules corresponding to each of the radio spectrum blocks in the plurality. The PDF further selects and provides to a policy enforcement function the set of PCC rules for the subscriber corresponding to the first radio spectrum block, for applying to communications with the subscriber during the session.
Abstract:
A method is provided that facilitates sidehaul minimization by dropping and reconnecting a mobile device when the mobile device has handed off to a second deployable in a deployable ad hoc communication system. A data session is established for the mobile device utilizing resources in the first deployable. At some point the mobile device hands over to a second deployable in the multiple deployable ad hoc network. The data session at the first deployable remains active and continues to send and receive bearer traffic and control traffic for the mobile device. Upon determining that the mobile device has entered an idle state, the mobile device is dropped from the second deployable and reconnects back to the second deployable. By dropping and reconnecting, the data and bearer sessions are moved from the first deployable to the second deployable, thereby eliminating sidehaul between the first deployable and the second deployable.

A process for maintaining geofence definitions associated with criminal organizations includes maintaining, at an electronic computing device, a stored first geofence definition defining a geographic area associated with a first criminal organization. The computing device receives audio and/or video streams from devices located outside of and/or inside of a boundary of the first geofence definition, and detects, via the one or more audio and/or video streams, a pattern-of-conduct of one or more individuals associated with the first criminal organization or associated with another criminal organization known to have an adversarial relationship with the first criminal organization. Responsive to detecting the pattern-of-conduct the computing device expands or contracts a boundary of the first geofence definition to create an updated first geofence definition associated with the first criminal organization and provides the updated first geofence definition to one or more target devices for display or further electronic processing.

An interoperability gateway performs a method for setting Quality of Service for a bearer in response to an emergency event. The method includes the interoperability gateway performing: receiving a indication of an emergency event for a first user, wherein the first user is operating a first device in a first network of a first network type; responsive to receiving the indication, determining a set of devices related to the first user, wherein the set of devices includes the first device and at least a second device operating in a second network of a second network type; instructing the second network to modify at least one Quality of Service setting for the second device.

A network component in a broadband network receives dynamic status information associated with a user accessing the broadband network with a first user equipment. The network component also retrieves stored priority attributes associated with the user and identifies whether another user equipment is associated with the user. The network component determines access network policy for all user equipment associated with the user by using the dynamic status information and the stored priority attributes, associates the access network policy with each user equipment associated with the user; and forwards the access network policy to a policy component. The access network policy is used in determining priority and quality of service policy for each user equipment associated with the user.
Abstract:
Technical methods, devices, and systems disclosed herein provide a predictive case-solvability score service. The predictive case-solvability score service generates case solvability scores for cases, detects events that signal those scores should be updated, updates a machine-learning model over time to ensure current trends in recent data are reflected, and identifies specific actions to recommend for increasing those scores. Furthermore, the predictive case-solvability score service provides an interface that allows users to perceive trends in case-solvability scores over time and to execute some of the specific recommended actions.

A method and apparatus are provided for controlling network access in a wireless communication system. An infrastructure device, which may reside in, or be communicatively coupled to, any of an access network, a core network, and a service network, implements a device class prioritization control function (DCP-CF) that receives a geographical location of an incident, determines one or more of a cell and an access node corresponding to the geographical location, determines one or more access class barring parameters for the cell and/or access node, determines whether to enable access class barring at the cell and/or access node and, in response to determining to enable access class barring at the cell and/or access node, provides the one or more access class barring parameters to the cell and/or access node.
