A random access method, base station, and terminal, where a base station detects a first preamble value, and generates at least two random access response messages based on the first preamble value. At least one random access response message includes a second preamble value, and at least one random access response message includes a third preamble value, where the second preamble value is the same as the first preamble value, and the third preamble value is a preamble value obtained after the base station adds a preset accumulation number to the first preamble value. The base station then sends the at least two random access response messages to a terminal.

Embodiments of the present invention provide a method, an apparatus, and a base station device for detecting uplink power. The method includes: detecting a modulation and coding scheme and an initial block error rate of an uplink data packet sent by a user equipment; determining, according to a relationship between an index of the detected modulation and coding scheme of the uplink data packet sent by the user equipment and a first threshold, and a relationship between the detected initial block error rate of the uplink data packet sent by the user equipment and a second threshold, whether uplink power of the user equipment is restricted.

The present disclosure relates to random access methods, apparatus, and devices. One example method includes adjusting a sweeping parameter of a receive beam when at least one target receive beam is determined based on prior information, and sweeping the receive beam based on the adjusted sweeping parameter. The prior information includes at least one of cell historical information or cell handover information. The sweeping parameter includes at least one of a sweeping frequency, a sweeping sequence, a beam direction, or a beam width. The receive beam includes the at least one target receive beam. The receive beam is used to receive a random access preamble sent by a terminal. After a base station receives, on the receive beam, the random access preamble sent by the terminal, the terminal randomly accesses the base station for data communication.
