Abstract: This application provides a communication method and a communication system. A central unit (CU) obtains a quality of service (QoS) parameter of a QoS data flow and performs mapping the QoS data flow to a bearer based on the QoS parameter of the QoS data flow. The CU determines a QoS parameter of the bearer based on the QoS parameter of the QoS data flow and sends a context setup request message to a distributed unit (DU), wherein the context setup request message comprises the QoS parameter of the bearer, the QoS parameter of the QoS data flow and the mapping relationship between the QoS data flow and the bearer.

The method in the embodiments of this application includes: receiving, by a base station, MDT configuration information sent by a core network or an operation, administration, and maintenance (OAM) network management system, where the MDT configuration information includes first beam configuration information; and sending, by the base station, an MDT measurement configuration message to UE based on the MDT configuration information, where the MDT measurement configuration message includes second beam configuration information, and the second beam configuration information is the same as the first beam configuration information or the second beam configuration information is configuration information obtained after the first beam configuration information is processed.

Abstract: This application discloses a radio resource measurement method, a radio resource selection method, and an apparatus. A terminal obtains a measurement result of a beam; and the terminal sends, to a network device, first indication information used to instruct to deactivate or delete a beam, where the beam satisfies a first quality condition. In addition, the terminal may further obtain a measurement result of the beam, and send, to the network device, second indication information used to instruct to activate or add the beam, to instruct the network device to activate or add a beam having relatively good communication quality, for communication with the terminal.

Abstract: A notification regarding a transition of a User Equipment (UE) from a standby operating mode to an active operating mode is exchanged between a UE and a network element in a communication network. The notification could be an uplink notification that is transmitted by the UE to the network element in response to an operating mode transition criterion for the UE being met at the UE, or a downlink notification that is transmitted by the network element to the UE in response to an operating mode transition criterion for the UE being met at the network element. The UE transitions from the standby operating mode to the active operating mode in response to the operating mode transition criterion being satisfied. The transmitter of the notification, which could be the UE or the network element, could also perform grant-free transmission of data without first receiving a response to the notification.

A core network device obtains second public land mobile network (PLMN) information of a second cell before a cell handover of a terminal device.
