    Abstract: Provided are a video decoding method and a video decoding device, which, during video encoding and decoding processes, obtain most probable mode (MPM) information indicating whether to use MPMs of a current block determined based on at least two of a prediction mode of a left neighboring block adjacent to a left side of the current block, a prediction mode of an upper neighboring block adjacent to an upper side of the current block, and a right neighboring block adjacent to a right side of the current block, obtain extended intra mode set information indicating whether to use an extended intra mode set configured based on the MPMs, and determine an intra prediction mode of the current block based on the MPM information and the extended intra mode set information.

    Abstract: The present application provides a method for encoding motion vector information, including: determining, for a current block, one or more combinations of motion vector predictions and motion vector resolutions, based on a correspondence between motion vector resolutions in an MVR (motion vector resolution) list and motion vector predictions in a history-based motion vector prediction list; determining a combination of a motion vector resolution and a motion vector prediction for the current block from the determined one or more combinations; determining, for the current block, a prediction vector difference based on the motion vector prediction and the motion vector information of the current block; and encoding, into a bitstream, at least the final motion vector resolution information indicating the motion vector resolution and the motion vector prediction and motion vector difference information indicating the prediction vector difference.
