Abstract: Systems and techniques are disclosed to separate paging and access cell selection (and use) among available cells based on different paging cell and access cell requirements and specific service availability. A UE selects a first cell that meets paging cell requirements as a paging cell and a second cell that meets service requirements as an access cell. Once the UE selects a paging cell, the UE camps on the paging cell to wait for a paging request or a mobile originated request. The UE can select and camp on the access cell prior to a data need, where latency requirements are strict, or delay access cell selection until there is data to transmit where latency requirements are more lax. The UE may also include measurement information of surrounding cells with a paging response/service request, which a core network uses to speed up establishment of dual connectivity or carrier aggregation.

Abstract: Techniques are described for wireless communication. A method for wireless communication at a user equipment (UE) includes establishing a connection with a network node; receiving from the network node, as part of establishing the connection, an AS security indication indicating an AS protocol layer for protecting data packets; and configuring AS security protection for data packets based at least in part on the AS security indication and the indicated AS protocol layer. A method for configuring AS security includes establishing a connection with a UE; receiving from a network access device controller, as part of establishing the connection, an AS security indication indicating an AS protocol layer for protecting data packets; and configuring AS security protection for data packets transmitted to or received from the UE based at least in part on the AS security indication and the indicated AS protocol layer.

Abstract: Methods, systems, and devices are described for wireless communication. A first method includes receiving, at a user equipment (UE), a first set of system information; determining, based at least in part on the first set of system information, that additional system information is available; transmitting a request for the additional system information; and receiving the additional system information at the UE. A second method includes transmitting, from a base station, a first set of system information; receiving a request for additional system information; and transmitting the additional system information based at least in part on the request.

Abstract: In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided that improve data packet exchange between a UE in an inactive mode and a network. In certain configurations, the apparatus may receive, from a user equipment (UE) in an active mode, a first packet including a first identifier associated with an anchor base station, a second identifier associated with a UE context, and a payload. The apparatus may identify the anchor base station based at least in part on one or more of the first identifier associated with the anchor base station or the second identifier associated with the UE context. The apparatus may transmit a second packet to the anchor base station. The second packet may include at least a portion of the first packet.

Abstract: Methods, systems, and devices for wireless communications are described. One example method for wireless communications at a user equipment (UE) includes detecting a radio link failure (RLF) condition for a connection between the UE and a network over a first cell group and determining, in response to detecting the RLF condition, whether an air interface resource allocation is available for a signaling radio bearer (SRB) between the UE and the network over another cell group. The method also includes selecting, based at least in part on the determination, one of a plurality of RLF procedures. In some examples, the UE may select a first RLF procedure that fully releases radio resources when no SRB is available and a different, second RLF procedure that partially when an SRB is available between the UE and the network over a second cell group.
