Abstract: The present invention relates to a method for encoding and decoding image information and to an apparatus using same, and the method for encoding the image information, according to the present invention, comprises the steps of: generating a recovery block; applying a deblocking filter to the recovery block; applying a sample adaptive offset (SAO) to the recovery block to which the deblocking filter is applied; and transmitting the image information including information on the SAO which is applied, wherein in the step of transmitting, information for specifying bands that cover a scope of a pixel value, to which a band off set is applied, is transmitted when the band offset is applied during the step of applying the SAO.

Abstract: An inter-prediction method according to the present invention comprises the steps of: deriving a first movement vector of the current block; deriving prediction samples for the current block on the basis of the first movement vector; deriving a subunit located in the current block and adjacent to the target boundary of same; deriving a first reference unit on the basis of the subunit and first movement vector; deriving a second movement vector of a neighboring block adjacent to the target boundary; deriving a second reference unit on the basis of the subunit and second movement vector; and deriving the modified prediction samples on the basis of weighted sum of the first reference unit and second reference unit. According to the present invention, by increasing the effectiveness of inter-prediction at the block boundary, amount of data required for residual data can be reduced and the overall coding efficiency can be increased.

Abstract: The present invention discloses a method and apparatus for encoding or decoding a video signal. The method for processing a video signal according to the present invention uses a merging mode in which prediction information on a neighbor unit is used instead of transmitting prediction information on the present unit, so as to improve coding efficiency. In this case, the number of available candidate units for merging among the units in a predetermined position is determined, and information for the merging mode is acquired on the basis of the number of the available candidate units for merging. The unit to be merged is determined using the information for the merging mode, and prediction information on the unit to be merged is acquired. The prediction value for the present unit is acquired using the prediction information on the unit to be merged, and the present unit is restored using the acquired prediction value.

Abstract: Disclosed are a method for encoding/decoding an image and an apparatus therefor. Abstract: An inter prediction method performed by a decoding apparatus according to the present invention comprises the steps of: receiving information associated with an MVD through a bit stream; deriving a candidate motion information list on the basis of a neighboring block of a current block; deriving an MVP of the current block on the basis of the candidate motion information list; deriving a motion vector of the current block on the basis of the MVP and the MVD; and generating a prediction sample with respect to the current block on the basis of the motion vector. According to the present invention, a motion vector may be derived on the basis of a candidate motion information list derived on the basis of a neighboring block. Therefore, the amount of data of prediction mode information can be reduced and inter prediction accuracy and overall coding efficiency can be improved.

Abstract: A block prediction method for decoding a picture, according to the present invention, comprises the steps of: deriving a reference block from a reference picture to predict a current block in a current picture; determining a reference illumination compensation (IC) parameter; generating an illumination-compensated reference block by applying reference IC to the reference block on the basis of the reference IC parameter; and generating a predicted sample of the current block on the basis of the illumination-compensated reference block. According to the present invention, an illumination difference between the current block of the current picture and the reference block of the reference picture can be compensated for, block prediction efficiency can be increased, and a data amount of a residual signal to be transmitted from an encoder to a decoder is reduced. Therefore, compression and coding efficiency can be increased.
