Abstract: This application discloses a communication method and a communication apparatus. The method includes: A first access network device receives paging capability information from a core network device or a second access network device, determines a paging area based on the paging capability information, and sends a paging message to a terminal device in the determined paging area. In other words, the paging capability information indicates a plurality of paging capabilities of the terminal device.

The method includes: receiving system information from a first cell, where the system information includes first information; and performing cell selection or cell reselection based on the first information. In the embodiments, assistance information, such as a receiving capability of a network device or a sending capability of the terminal device, may be added to the system information. The assistance information includes the first information, so that when performing the cell selection or the cell reselection, the terminal device considers more determining conditions, to prevent some terminal devices with a low sending capability from camping on an NTN that cannot work.

Abstract: This application provides a resource management method and apparatus. A terminal determines at least one reference signal resource corresponding to each of at least two frequency domain resources, and selects at least two reference signal resources from a plurality of reference signal resources corresponding to the at least two frequency domain resources, where the at least two selected reference signal resources are reference signal resources corresponding to at least two different frequency domain resources. In other words, some of the at least two reference signal resources are selected from a plurality of reference signal resources corresponding to one frequency domain resource, and other reference signal resources are selected from a plurality of reference signal resources corresponding to another frequency domain resource. In this way, the terminal can simultaneously receive data sent by a network device by using reference signal resources corresponding to different frequency domain resources, thereby improving communication efficiency.

Abstract: Embodiments of this application disclose a resource configuration method, apparatus, and system. A network device sends a resource configuration of a physical uplink control channel PUCCH used for beam failure recovery to a terminal device, where the resource configuration of the PUCCH includes a corresponding transmit beam of the PUCCH. When detecting a beam failure event, the terminal device sends a transmit beam failure recovery request to the network device based on the resource configuration of the PUCCH and a corresponding periodicity of the PUCCH. The periodicity of the PUCCH may be configured by the network device, or may be a preset periodicity. According to the configuration manner of the PUCCH resource used for beam failure recovery in the embodiments of this application, the terminal device can flexibly and effectively perform beam failure recovery.
