    Abstract: A method for signaling adaptive loop filter (ALF) settings is provided. A video decoder receives data from a bitstream for a block of pixels to be decoded as a current block of a current picture of a video. The video decoder parses whether to use adaptive parameter set (APS) for filtering the current block without determining whether to select a particular APS from a plurality of APSs. When the APS is used to filter the current block, the video decoder parses a first filter selection index for selecting a filter from a set of filters in the APS. When the APS is not used to filter the current block, the video decoder signals a second filter selection index for selecting a filter from a set of default fixed filters. The video decoder filters the current block based on the selected filter. The video decoder outputs the filtered current block.

    Abstract: A method and apparatus of Inter prediction for video coding using UMVE (Ultimate Motion Vector Expression) are disclosed. According to this method, a base candidate is selected from an original Inter candidate list, where the base candidate has a base prediction direction. One or more extended candidates are derived by adding one or more offsets to the base candidate, where said one or more extended candidates have a same prediction direction as the base prediction direction. The extended candidates are then inserted into the original Inter candidate list to form an extended Inter candidate list for encoding or decoding. According to another method, the UMVE mode is treated as an additional AMVP (Advanced Motion Vector Prediction) mode.

    Abstract: Method and apparatus of video coding using a multi-layer prediction mode, are disclosed. According to one method, a bitstream is generated at an encoder side or received at a decoder side, where the bitstream corresponds to coded data of current video data in a current layer. The bitstream complies with a bitstream conformance requirement corresponding both the bit depth values for the current layer and the reference layer being the same and the chroma format index values for the current layer and the reference layer being the same. The current video data in the current layer is then encoded or decoded by utilizing reference video data in the reference layer.

    Abstract: Methods and apparatus of Inter prediction for video coding including affine Inter mode are disclosed. In one method, an affine MVP candidate list is generated, wherein the affine MVP candidate list comprises at least one inherited affine MVP derived from a neighbouring block set. Prediction differences of a current control-point MV set associated with the affine motion model are encoded using one predictor selected from the affine MVP candidate list at the video encoder side or the prediction differences of the current control-point MV set associated with the affine motion model are decoded at the video decoder side using one predictor selected from the affine MVP candidate list. In another method, the inherited affine MVP is derived by considering whether at least one of reference picture lists of said at least one neighbouring block includes one reference picture being the same as a current reference picture of the current block.

    Abstract: A method for signaling scaling matrices for transform coefficient quantization is provided. A decoder receives data from a bitstream to be decoded as a current picture of a video, the current picture to be decoded by using a plurality of scaling matrices. The decoder receives a reference index offset for a first scaling matrix of the plurality of scaling matrices. The decoder applies the reference index offset to a first index identifying the first scaling matrix to derive a second index identifying a second scaling matrix of the plurality of scaling matrices. The second scaling matrix is previously reconstructed. The decoder reconstructs the first scaling matrix by referencing the second scaling matrix. The decoder dequantizes transform coefficients of transform blocks of the current picture by using the plurality of scaling matrices and reconstructs the current picture by using the dequantized transform coefficients.
