Abstract: The present disclosure discloses a data transmission method, device, and system, and belongs to the field of communications technologies. The method includes: receiving a data packet sent by user equipment, where the data packet carries indication information used to instruct a base station to establish a specified data connection to the user equipment; generating a first key of the user equipment based on the indication information and a public key of the base station; and performing data transmission with the user equipment based on the first key of the user equipment. According to the data transmission method, the transmitted data can be encrypted and decrypted when there is no radio resource control connection between the base station and the user equipment, thereby improving data transmission security while ensuring data transmission efficiency.

Abstract: A multi-connectivity communication method includes: a secondary base station receives a first RRC message generated by an RRC entity of an anchor base station and a second RRC message generated by an RRC entity of the secondary base station. The secondary base station sends the first RRC message and the second RRC message to the terminal via an air interface between the secondary base station and the terminal, where a PDCP header, an RLC header, or a newly added adaptation layer carries indication information, the indication information is used to indicate a target RRC entity that generates an RRC message, the target RRC entity is the RRC entity of the anchor base station or the RRC entity of the secondary base station, and the anchor base station and the secondary base station use different radio access technologies.

Abstract: A method and apparatus of allocating a Physical Cell Identifier (PCI) is disclosed in an embodiment of the present invention allowing different cells to operate on different frequencies while eliminating or reducing risk of PCI conflicts. Thereby PCI allocation is provided that is effective also in a multi-frequency environment.

Abstract: This application provides a management system, a method and an apparatus. A second network management device determines an expectation target and an expectation object, where the expectation target is user quality of experience that the expectation object needs to satisfy, and the expectation object includes at least one of the following: an area, a user group, a user, a service, or a network. The second network management device sends the expectation target and the expectation object to a first network management device. Correspondingly, the first network management device receives the expectation target and the expectation object. The first network management device manages a network to satisfy the expectation target. According to the intent management method and the apparatus provided in this application, the user quality of experience can be improved.

Abstract: Embodiments of this application provide an information transmission method, an apparatus, and a system. A first network device sends, to a terminal device, conditional handover configuration information that includes information about candidate cells and a handover trigger condition; after receiving the conditional handover configuration information and performing a conditional handover, the terminal device sends, to a second network device, a first failure cause value corresponding to a candidate target cell and/or a second failure cause value corresponding to a to-be-determined cell during the conditional handover; and the second network device receives the first failure cause value and/or the second failure cause value from the terminal device, and sends the first failure cause value and/or the second failure cause value to the first network device.
