Abstract: A method of coding implemented by a decoding device, comprising initializing a dedicated buffer for intra block copy (IBC) referencing, when a current coding tree unit (CTU) to be decoded is a first CTU of a CTU row, determining whether a current block in the current CTU is predicted using IBC mode, obtaining an IBC block vector for the current block when the current block is predicted using IBC mode, and obtaining predicted sample values for the current block, based on reference samples from the dedicated buffer and the IBC block vector for the current block.

Abstract: A non-transitory computer-readable medium for inter-prediction and an encoder are provided. An initial motion vector is obtained for a current block. Search space positions are determined according to the initial motion vector. Matching costs for the search space positions are checked according to a checking order to select a target search space position with a minimal matching cost. A refining motion vector of the current block is determined based on the initial motion vector and the target search space position. A central search space position is determined according to the checking order, and the central search space position is pointed to by the initial motion vector.

Abstract: A partitioning method comprises determining whether a current block of a picture is a boundary block and whether the size of the current block is larger than a minimum allowed quadtree leaf node size; and if the current block is the boundary block and the size of the current block is not larger than the minimum allowed quadtree leaf node size (MinQTSize), applying forced binary tree (BT) partitioning to the current block. A method comprises making a determination that a current block of a picture is a boundary block and that a size of the current block is less than or equal to a minimum allowed quadtree (QT) leaf node size (MinQTSize); and applying, in response to the determination, forced binary tree (BT) partitioning to the current block.

Abstract: A video decoding method, including: parsing a received bitstream to obtain prediction information of a coding unit (CU); obtaining a target transform mode of a residual transform unit (TU); parsing the received bitstream to obtain transform coefficients of the residual TU; applying an inverse quantization to the transform coefficients of the residual TU to obtain dequantized coefficients; applying, based on the target transform mode, an inverse transform to the dequantized coefficients to obtain a residual block of the residual TU; obtaining a prediction block of the CU based on the prediction information; obtaining a video block based on the residual block and the prediction block; and outputting a video sequence including a video frame that includes the video block.

Abstract: A mechanism for position dependent spatial varying transform (SVT) for video coding. A prediction block and a corresponding transformed residual block are received at a decoder. A type of spatial varying transform (SVT) employed to generate the transformed residual block is determined. A position of the SVT relative to the transformed residual block is also determined. An inverse of the SVT is applied to the transformed residual block to reconstruct a reconstructed residual block. The reconstructed residual block is then combined with the prediction block to reconstruct an image block.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving at a decoder, a bitstream including a video coding layer (VCL) network abstraction layer (NAL) unit containing a slice of image data divided into a plurality of tiles. A number of the tiles in the VCL NAL unit are determined. A number of entry point offsets for the tiles is also determined as one less than the number of the tiles in the VCL NAL unit. Each entry point offset indicates a starting location of a corresponding tile in the VCL NAL unit. The number of entry point offsets is not explicitly signaled in the bitstream. The entry point offsets for the tiles are obtained based on the number of entry point offsets. The tiles are decoded at the entry point offsets to generate a reconstructed image.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising an adaptive loop filter (ALF) adaptation parameter set (APS) including an ALF luma filter signal flag (alf_luma_filter_signal_flag) and a ALF chroma filter signal flag (alf_chroma_filter_signal_flag), wherein at least one of the alf_luma_filter_signal_flag or the alf_chroma_filter_signal_flag is equal to one. A slice is decoded based on ALF parameters in the ALF APS. The slice is forwarded for display as part of a decoded video sequence.
